Project Overview:

the company has been appointed by The Santa Clara Valley Transportation Authority (VTA) to provide Construction Management Services for Phase II (BSVII) of The BART Silicon Valley Program. The Program further extends the BART system from the Berryessa Station in north San Jose, through downtown San Jose, and continuing to Santa Clara University. This landmark project is a six mile, four-station extension, linking the Phase I terminus at the Berryessa/North San Jose BART station to the Santa Clara Station in the City of Santa Clara. BSVII is planned to include a 54-foot single-bore tunnel, three underground stations, one at-grade station and a maintenance facility.

Job Summary:

The Field Safety Representative reports to the CP2 Construction Safety Oversight Manager and is responsible for monitoring, evaluating, and supporting contractor compliance with project safety requirements, regulatory obligations, and industry best practices.

The role is full-time and site-based, supporting construction activities at Newhall Yard, West Portal, and associated CP2 work areas. The Field Safety Representative serves as a visible field presence and works closely with project personnel to identify hazards, verify implementation of safety controls, and promote a proactive safety culture.

The Field Safety Representative plays a critical role in supporting:
  • Daily safety oversight and field surveillance
  • Hazard identification and risk mitigation
  • Regulatory and contractual compliance monitoring
  • Incident prevention and continuous improvement initiatives
  • Worker engagement and safety leadership

The position requires close coordination with the Contractor's safety personnel, Resident Engineer team, Construction Management staff, and VTA representatives. #LI-VB1

Major Responsibilities:
  • Conducts daily field safety inspections and observations to verify compliance with project safety requirements, Contractor Safety and Health Plans, and applicable federal, state, and local regulations.
  • Monitors construction activities for compliance with OSHA, Cal/OSHA, Mining & Tunneling requirements, and project-specific safety standards.
  • Identifies unsafe conditions and behaviors and works with field supervision to implement timely corrective actions.
  • Reviews and verifies critical work activities, including excavations, confined space entry, crane operations, tunneling support activities, energized work, fall protection systems, and traffic control operations.
  • Participates in pre-task planning meetings, Job Hazard Analyses (JHAs), Activity Hazard Analyses (AHAs), and daily coordination meetings.
  • Documents field observations, safety concerns, corrective actions, and best practices using project reporting systems and databases.
  • Assists with incident investigations, root cause analysis, corrective action development, and lessons learned communication.
  • Verifies implementation and effectiveness of site-specific Emergency Action Plans and emergency response procedures.
  • Supports project safety metrics, trend analysis, and performance reporting.
  • Promotes worker engagement through field interactions, coaching, mentoring, and participation in safety meetings and safety campaigns.
  • Coordinates with Contractor and CMS personnel to ensure safety documentation, permits, certifications, and training records remain current and compliant.
  • Supports audits, assessments, regulatory inspections, and owner oversight activities.
  • Maintains detailed and accurate records of safety inspections, observations, and corrective action tracking.
Education and Experience Requirements:
  • Bachelor's degree (or international equivalent) related to occupational safety or health and 10-13 years relevant work experience or 14-17 years of relevant work experience.
  • Experience supporting heavy civil, transportation, tunneling, underground construction, rail, transit, or major infrastructure projects is preferred.
  • Working knowledge of OSHA and Cal/OSHA construction safety requirements.
  • Experience conducting field safety inspections, incident investigations, and risk assessments.
Required Knowledge and Skills:
  • Strong knowledge of construction safety principles, hazard recognition, and risk mitigation practices.
  • Demonstrated technical writing, communication, presentation, and interpersonal skills.
  • Ability to read and interpret construction drawings, specifications, safety plans, permits, and contract documents.
  • Experience utilizing safety management systems, inspection software, and reporting tools.
  • Ability to effectively communicate with craft personnel, supervisors, contractors, and project management teams.
  • Strong organizational skills with exceptional attention to detail.
  • Ability to work independently while maintaining effective collaboration within a multidisciplinary project team.
  • Demonstrated ability to influence positive safety behaviors through leadership and professional engagement.
  • Professional certifications such as CHST, CSP, ASP, OHST, STS-C, OSHA 500/510, or equivalent are preferred.
  • Ability to obtain a valid California Class C Driver's License within 60 days of starting on the project.
