Description

Performs responsible operational duties involving emergency medical care, firefighter tasks and performance of supervisory duties. Position is that of a working field responder with supervisory responsibility during an identified shift. This individual is responsible for the safety and performance of those under his/her command, the proper staffing of resources throughout the system, oversight and issuance of discipline, and for the proper maintenance of fire and rescue apparatus equipment. The Field Operations Officer will be capable of exercising considerable judgment in the application of established policies and procedures. This position holds the rank of Lieutenant working 24-hour shifts and falls under the command of the Field Operations Captain.

• Work at stations and respond to fire and rescue calls with emergency equipment.
• Instruct and coordinate various training programs for career and volunteer organizations and assists in overseeing the Department’s emergency medical services program.
• Engage directly in and supervise fire suppression activities, administer emergency medical care to the sick and injured.
• Direct the activities of a group of personnel while on calls and in quarters during assigned shift.
• Supervise shift personnel/activities and reports to the Senior Staff.
• Operate fire and rescue apparatus and equipment.
• Oversee, maintain, and adhere to Department’s policies and procedures with assigned staff.
• Secure needed staffing for field positions and routinely update/manage schedule.
• Accomplish all tasks as appropriately assigned or requested by management.
• Participate in employee meetings and training as needed.
• Investigate employee/citizen complaints and follow up with proper documentation and necessary discipline.
• Meet attendance requirements and maintain the highest level of dependability.
• Consistently demonstrate ability to respond to changing situations in a flexible manner in order to meet current needs and reprioritizes work as necessary.

Requirements

Education equivalent to graduation from high school plus possession of Fire Instructor I and Fire Officer I or EMS Officer 1 certificate or equivalent leadership program completion. A minimum of two years’ experience at the level of Paramedic/Firefighter.

Knowledge / Skills and Abilities:

Knowledge of the Department’s rules, regulations, EMS protocols & methods of fire suppression. Ability to adhere to all County policies and procedures.

Ability to organize, coordinate, supervise the work of others, plan work for subordinates while maintaining discipline, and to direct the activities of others under stressful conditions. Must be able to work independently without direct supervision and work collaboratively with volunteer personnel.

Able to communicate effectively, verbally and in writing. Able to establish and maintain an effective working relationship with career, volunteers, and the public.

Certifications/ Licenses:

Must possess a valid Commonwealth of Virginia driver’s license with 2 years driving experience and acceptable driving record.

Emergency Vehicle Operation Course (EVOC) Level I, II, and III

Must possess Virginia Emergency Medical Technician – Paramedic; CPR certification; ACLS, PALS/PEEP, NIMS – IC S 100, 200, 700 & 800 certification; Virginia Department of Fire Programs Firefighter II; Virginia Department of Fire Programs Hazardous Materials Operations.

Must have MAYDAY Firefighter Down certification.

Continuation of employment will be dependent on maintaining certification requirements.

The worker must be able to work in all weather conditions and is subject to inside and outside environmental conditions, extreme cold, extreme heat, noise, vibrations, hazards, atmospheric conditions, and oils. The worker may be exposed to bloodborne pathogens and infectious agents and may be required to wear specialized personal protective equipment.

Special/Additional Requirements:

Subject to a complete criminal history background search and drug screening with acceptable results. Additionally, must be able to pass a psychological and physical assessment with satisfactory results.

Candidate must be a minimum of 18 years of age.

This position is designated as essential personnel. In accordance with the County's personnel policy, essential personnel are critical to the continuation of key operations and services and are expected to report to work, unless otherwise directed by management, in all weather conditions.
