Job summary

DCCM is seeking a Construction Observer II to supervise field inspection of highway and bridge construction in the Houston area. You will maintain daily diaries, write inspector's daily reports, and coordinate with City officials, the Contractor, and TxDOT personnel, ensuring compliance with plans, specs, and safety standards.

Ideal candidates have at least five years in roadway/bridge inspection, a valid Class C license, proficiency with Microsoft Office, and knowledge of TxDOT standards.

Qualifications

• High school diploma or equivalent.
• Minimum 5 years of roadway and bridge inspection experience.
• Valid Class C driver's license.
• Experience with pavement construction and repair knowledge.
• TxDOT specifications knowledge preferred; certifications (TxAPA, ACI, SWPPP, OSHA) required.

Responsibilities

• Oversee field inspection and observation of highway and bridge construction activities.
• Analyze procedures to identify deficiencies and recommend improvements.
• Attend pre-construction meetings and answer contractor questions.
• Calculate payments due contractors for work performed.
• Review contract documents for compliance with regulations and project requirements.
• Monitor traffic control plans and safety standards; inspect barricades and adjust as needed.
• Oversee construction record-keeping; review change orders and prepare reports.
• Lead and train junior inspectors; observe QA testing and review results.
• Travel to projects outside the Houston area as required.
