Job summary

BCA Services is seeking a dynamic Senior Program Manager / Portfolio Lead to guide a federal records management portfolio, modernize delivery, and drive growth across FOIA, ERM, privacy, and litigation support.

You will oversee contract execution, portfolio performance, risk management, and client relationships, leveraging PMP-based delivery discipline and executive communication to shape solutions and advance new contract opportunities.

Qualifications

• Experience managing federal programs and portfolios.
• Strong consulting presence with executive-level communication.
• PMP certification or progress toward within 6 months.
• Residence in DC/MD/VA area with ability to travel to project sites.

Responsibilities

• Lead, coach, and hold accountable project managers and analysts across distributed teams.
• Manage contract and portfolio performance against statements of work and SLAs.
• Lead client-facing engagements including needs assessments and roadmap development.
• Develop executive-ready briefing materials and performance narratives.
• Identify growth opportunities and support recompete and new contract pursuits.
• Ensure modern records management delivery including metadata, FOIA, and litigation support.
