Description: Federal Programs Fiscal Specialist / Title I 240-day position Salary: $41,936 (based on verified full-time experience and education)

Location: The normal place of work is on the premises of Darlington County School District.

General Definition of Work:

The Federal Programs Fiscal Specialist provides professional fiscal, grant management, procurement, compliance, and administrative support for the Office of Federal Programs. This position manages the day-to-day financial administration of federal grants by ensuring expenditures comply with federal, state, and district requirements while supporting the effective implementation of federally funded programs.

Working collaboratively with district departments, schools, and state agencies, the Federal Programs Fiscal Specialist helps ensure responsible stewardship of federal resources through accurate financial management, regulatory compliance, procurement oversight, budget monitoring, and audit readiness. Through effective stewardship of federal funds, this position supports the district's commitment to excellence in teaching and learning by ensuring schools have the resources necessary to improve student achievement and provide high-quality educational opportunities for every student. The position also provides timely financial information, technical assistance, and exceptional customer service to support district and school leaders.

Reports To: Director of Federal Programs

Essential Functions:

Fiscal Management & Grant Administration

  • Monitor federal grant budgets and expenditures to ensure compliance with federal, state, and district requirements.
  • Analyze expenditures for allowability, allocability, reasonableness, and budget availability.
  • Reconcile grant accounts and identify budget variances while recommending corrective actions.
  • Prepare financial reports, reimbursement documentation, budget summaries, and supporting schedules.
  • Maintain accurate financial records and supporting documentation for audits, monitoring reviews, and reporting requirements.
  • Utilize district financial and state grant management systems, including GEMS, GAPS, CRATE, SmartFusion, and other assigned software.

Procurement & Inventory

  • Process purchase orders, invoices, reimbursements, consultant agreements, contracts, and other procurement documentation in accordance with applicable purchasing requirements.
  • Research vendors, obtain quotations, and coordinate purchasing using approved procurement methods.
  • Maintain inventory records for equipment, technology, instructional materials, and other assets purchased with federal funds.
  • Coordinate inventory distribution, transfers, annual inventory verification, and record retention requirements.
  • Support schools and department staff with purchasing procedures, procurement documentation, and district financial systems.

Compliance & Program Support

  • Ensure compliance with Uniform Guidance (2 CFR Part 200), EDGAR, state regulations, district policies, and grant requirements.
  • Prepare documentation for federal, state, and district monitoring activities and respond to audit requests.
  • Maintain organized electronic and hard-copy grant records in accordance with record retention requirements.
  • Assist with grant budget development, amendments, and financial planning.
  • Participate in professional learning related to federal programs, grant management, procurement, accounting, and district financial systems.

Administrative Support

  • Coordinate travel arrangements, conference registrations, purchase orders, reimbursements, and related documentation.
  • Prepare correspondence, reports, spreadsheets, meeting materials, and other departmental documents.
  • Maintain calendars, meeting documentation, attendance records, agendas, and other operational records.
  • Provide responsive customer service to schools, departments, vendors, and state agencies.
  • Perform other duties as assigned.

Knowledge, Skills, and Abilities

  • Knowledge of governmental accounting principles, budgeting, grant management, and financial reporting.
  • Knowledge of federal grant regulations, including Uniform Guidance (2 CFR Part 200), EDGAR, and applicable state requirements.
  • Ability to analyze financial data, reconcile accounts, identify discrepancies, and recommend solutions.
  • Ability to interpret financial regulations and apply them to purchasing, expenditures, inventory management, and grant administration.
  • Proficiency with Microsoft Excel, Google Workspace, financial management software, and web-based grant management systems.
  • Ability to prepare accurate reports and maintain detailed financial records.
  • Strong organizational skills with the ability to manage multiple priorities and meet deadlines.
  • Strong customer service, communication, and interpersonal skills.
  • Ability to maintain confidentiality and exercise sound professional judgment.
  • Commitment to accuracy, continuous improvement, and responsible stewardship of public funds.

Qualifications:

Required

  • Associate degree in Accounting, Business, Finance, a related field, or equivalent experience.
  • Minimum of two (2) years of progressively responsible experience in accounting, finance, bookkeeping, grant management, or school finance.
  • Demonstrated proficiency with Microsoft Excel, Google Workspace, and financial management software.

Preferred

  • Bachelor's degree in Accounting, Finance, Business Administration, Public Administration, or a related field.
  • Experience administering federal grants, governmental accounting, school finance, procurement, or grant compliance.
  • Experience utilizing GEMS, GAPS, CRATE, SmartFusion, or similar financial and grant management systems.

Special Requirements

  • Ability to travel to district schools, meetings, training sessions, and professional development as required.
  • Occasional evening or extended hours may be required to meet grant deadlines, audit requirements, or district needs.
