Job summary

Commonwealth of Kentucky seeks a Federal Program Specialist to oversee grant development, budget management, compliance, and continuous quality improvement for HANDS under the Division of Maternal and Child Health. This FFTL role supports a federally funded home-visitor program through data-driven oversight and strong collaboration with partners.

Qualifications

• Four years of professional experience in budget administration, grant administration, financial analysis and/or forecasting, statistical analysis, financial auditing, or a related field.
• Two years of the required experience must include the preparation, research and planning, budgeting, or administration of state or federal grants-in-aids.
• Master's degree will substitute for one year of required experience.
• Additional grant-in-aid related experience may substitute for the required education on a year-for-year basis.

Responsibilities

• Provides leadership and oversight for federally funded programs, including grant development, budgetmanagement, compliance monitoring, and implementation of program deliverables.
• Serves as the primary liaison among federal, state, and local partners, providing technical assistance, policy guidance, and operational support.
• Oversees reporting, fiscal accountability, and the development of procedures and documentation to ensure program effectiveness and compliance.
• Leads continuous quality improvement through data analysis, performance monitoring, technical assistance, and strategic planning to strengthen program effectiveness, support federal compliance, and implement MIECHV requirements.
• Partners with Local Implementing Agencies to monitor performance, identify improvement opportunities, and support high-quality service delivery.
• Collaborates with program leadership to support statewide quality assurance, evaluation, and continuous improvement efforts through data analysis, performance monitoring, and strategic planning.
• Provides recommendations and operational support to enhance program effectiveness, ensure consistency, and drive data-informed decision-making.
• Leads innovative program development and evaluation efforts through strategic planning, stakeholder collaboration, data-informed decision-making, and continuous improvement initiatives that enhance program effectiveness and sustainability.

This vital home visitation programsupports families from pregnancy through a child's first two years, promoting healthy child development andfamily well-being. This is a federally funded time-limited (FFTL) position. This means it is a position that is paid entirely asa result of a federal grant. The duration of employment shall not exceed the life of the federal grant thatfunds the position. An employee appointed to an FFTL position is required to meet the minimum requirements forthe classification. Further, an employee appointed to an FFTL position is designated as an unclassified (non-merit) employee. An FFTL employee is eligible to receive benefits at the same level as a classified (merit)employee in a permanent position.

Key Job Responsibilities

Minimum Requirements

EDUCATION: Graduate of a college or university with a bachelor's degree.
