Job summary

Goldbelt Apex, LLC, part of the Healthcare Technology Transformation Group, seeks an experienced Program Manager to lead a multidisciplinary team supporting DHA PHCoE. You will serve as the primary interface with Government leadership and drive the successful execution of a complex behavioral health research and program management support contract.

You will oversee technical, operational, administrative, and contractual performance, ensuring on‑time, on‑budget delivery while maintaining

Qualifications

• Minimum of eight (8) years of full‑time experience as a Contract Program Manager for federal contracts or similar complexity.
• Experience as the primary interface with Government customers.
• Experience managing multiple workstreams and technical deliverables.
• Experience developing staffing plans, monitoring contract performance, and ensuring customer satisfaction.
• Experience supporting quality management and continuous improvement initiatives.
• U.S. Citizenship and ability to obtain Public Trust and CAC.

Responsibilities

• Serve as the primary interface between Goldbelt Apex and Government leadership for contract matters.
• Provide leadership and management for contract execution.
• Ensure delivery of all Technical, Administrative, and Operational requirements in the Performance Work Statement.
• Lead multidisciplinary teams supporting behavioral health research, surveillance, and data analytics.
• Oversee staffing, recruiting, onboarding, and workforce planning.
• Coordinate activities with subcontractors, Government stakeholders, and partners.
• Monitor performance to meet quality, schedule, cost, and customer satisfaction goals.
• Manage schedules, milestones, deliverables, and reporting.
• Develop and implement quality control and continuous improvement initiatives.
• Identify risks and implement mitigation strategies.
• Support transition-in and transition-out activities.
• Ensure compliance with FAR/DHA/DoD requirements.
• Lead status meetings and executive briefings with Government leadership.
• Integrate subcontractors and align with objectives.
• Foster collaboration across research, clinical, analytical, and admin teams.
• Promote accountability, innovation, and customer service.
• Support strategic planning and operational improvements.
