Reliance Construction seeks an experienced Pre-Construction Manager to lead planning and estimating for federal construction, renovation, and critical infrastructure projects. This hands-on role combines leadership with direct responsibility for developing accurate, complete, and competitive estimates.

Qualifications

• Experience in construction estimating, preconstruction, or project management.
• Demonstrated ability to independently develop detailed, multi-trade construction estimates and coordinate competitive bids.
• Strong understanding of drawings, specs, scopes of work, means and methods.

Responsibilities

• Lead estimating and preconstruction activities from opportunity through bid submission and post-award handoff.
• Review RFPs/IFBs and develop complete scope and pricing.
• Prepare budgets, takeoffs, and detailed estimates for labor, materials, equipment, and indirect costs.
• Develop subcontractor pricing and evaluate proposals for scope and schedule.
• Evaluate constructability and execution requirements with operations and field teams.
• Support design development and cost analysis with architects and engineers.
• Coordinate bid and proposal development with the proposal team.
• Lead risk reviews and present estimates to leadership.
• Manage turnover to operations with complete estimate files and schedules.
