Job summary

Eastern Contractors Corporation (ECC) seeks an experienced Federal Pre-Construction Manager to lead early-stage planning, estimating, and proposal development for federal government construction projects. You will bridge business development with design partners and operations to ensure compliant, competitive bids.

You will oversee pricing, risk, and design management across Design-Build, MATOC, and IDIQ vehicles, coordinating with architects, engineers, and field teams to hand off complete

Qualifications

• Bachelor's degree in Construction Management, Civil/Mechanical/Electrical Engineering, Architecture, or related field.
• 7-10+ years in construction estimating and planning.
• 5+ years dedicated to federal/DoD construction projects.
• Proven track record managing multi-million dollar pursuits.
• Experience with USACE, NAFVAC, AFCEC, GSA, VA, or DHS.

Responsibilities

• Lead federal pre-construction activities from planning to proposal development.
• Ensure FAR/DFARS/agency guidelines compliance and pricing accuracy.
• Coordinate with design partners and operations for bids.
• Develop pricing volumes and technical content for submissions.
• Structure pre-construction strategies for various contract vehicles.
