Job summary

Library Systems & Services Llc is seeking a Program Manager / Library Administrator to lead operations for a federal science and tech intelligence library serving 1,200+ government users worldwide. You will provide overall leadership, ensure contract execution, operational excellence, and exceptional customer support.

You will supervise a multidisciplinary team, manage budgets and monthly reports, and act as liaison to CO, COR, and government customers.

Qualifications

• U.S. Citizen.
• Bachelor's degree or higher in fields such as library science, information science, business administration, international relations, or languages.
• Fluent in English with strong communication skills.
• Minimum five (5) years in library science or information management.
• Minimum three (3) years of program or project management in library operations or digital libraries.
• Experience managing annual operating budgets between approximately $3 million and $7 million.
• Supervisory experience managing professional staff across multiple priorities.
• Proficiency in Microsoft Office Suite (Excel, Word, Outlook, PowerPoint).
• Ability to work within 25 miles of Wright-Patterson Air Force Base.

Responsibilities

• Provide leadership for contract operations and ensure compliance with requirements and performance standards.
• Serve as primary contact with the Contracting Officer (CO), Contracting Officer's Representative (COR), and government stakeholders.
• Direct daily operations supporting acquisition, organization, dissemination, and management of scientific and technical information resources.
• Supervise, mentor, and evaluate librarians, language specialists, and administrative staff.
• Manage annual contract budgets, financial execution, cost tracking, reconciliations, and monthly reporting.
• Oversee library website, electronic resource management systems, and content management platform for 24/7 access.
• Develop and submit monthly status reports, financial reports, performance metrics, project plans, invoices, and deliverables.
• Ensure compliance with Quality Management Plan (QMP), cybersecurity requirements, DFARS, and government regulations.
• Develop/process improvements, technology enhancements, and innovative solutions for operations and customer service.
• Coordinate worldwide acquisition of resources, including foreign-language publications and subscriptions.
• Monitor performance, identify risks, and implement corrective actions for continuous improvement.
• Support transition, staffing continuity, recruiting, and succession planning as needed.
