The Capital Planning Business Analyst / Journey Management Analyst will support Federal IT capital planning, investment management, portfolio analysis, and business process improvement activities. The position will work with program, financial, acquisition, technical, and business stakeholders to develop and maintain investment documentation, analyze performance and spending, support governance activities, and identify opportunities to improve stakeholder journeys, processes, and service delivery.
Key Responsibilities
The Capital Planning Business Analyst / Journey Management Analyst will support Federal IT capital planning, investment management, portfolio analysis, and business process improvement activities. The position will work with program, financial, acquisition, technical, and business stakeholders to develop and maintain investment documentation, analyze performance and spending, support governance activities, and identify opportunities to improve stakeholder journeys, processes, and service delivery.
- Support Federal Capital Planning and Investment Control (CPIC) and IT portfolio management activities.
- Develop, review, and maintain IT investment business cases and supporting documentation.
- Prepare investment artifacts, analyses, and supporting materials for investment reviews, gate reviews, and governance activities.
- Support strategic planning, budget formulation, spend planning, and investment lifecycle activities.
- Analyze investment performance, financial information, schedules, risks, contracts, and other portfolio data.
- Develop and maintain investment charters, operational analyses, analyses of alternatives, risk management plans, and supporting technical documentation.
- Support investment re-baselines, restructuring activities, and corrective action planning.
- Assist with Earned Value Management (EVM), performance measurement, forecasting, and variance analysis.
- Review spend plans and acquisition data to ensure projects, contracts, and expenditures are appropriately aligned to IT investments.
- Support acquisition approval activities, including analysis of spend plans, preparation of supporting documentation, and tracking of approval actions.
- Gather, validate, analyze, and document information for recurring and ad hoc portfolio and management data calls.
- Maintain investment information within Government-designated systems, databases, trackers, and repositories.
- Identify data-quality issues, investment risks, performance concerns, and documentation gaps and coordinate resolution with appropriate stakeholders.
- Support Technology Business Management (TBM), FITARA, and related Federal IT management activities.
- Participate in investment reviews, governance meetings, working sessions, and stakeholder meetings.
- Prepare executive-level presentations, reports, briefing materials, and decision-support documentation.
- Work with business and technical stakeholders to understand existing processes, workflows, needs, and challenges.
- Document current-state and future-state stakeholder journeys and business processes.
- Identify pain points, process gaps, duplication, bottlenecks, and opportunities to improve the stakeholder experience.
- Facilitate working sessions and interviews to gather business requirements, stakeholder feedback, and operational needs.
- Translate stakeholder needs into actionable requirements, recommendations, process improvements, and implementation activities.
- Develop journey maps, process flows, stakeholder analyses, and other visual or written documentation supporting improvement initiatives.
- Establish and track metrics used to measure process performance, stakeholder experience, adoption, and improvement outcomes.
- Coordinate with program, technical, financial, and business teams to support implementation of approved process improvements.
- Monitor actions, milestones, risks, dependencies, and deliverables through completion.
- Perform quality reviews of assigned work products prior to customer submission.
- Support continuous improvement of capital planning, investment management, business processes, reporting, tools, and stakeholder engagement practices.
- Perform other duties and responsibilities as assigned in support of program and organizational requirements.
Qualifications
- Experience supporting Federal IT capital planning, investment management, portfolio management, business analysis, or related activities.
- Knowledge of CPIC and Federal IT investment lifecycle processes.
- Experience developing business cases, investment artifacts, analyses, reports, and executive-level briefing materials.
- Experience analyzing financial, spend-plan, acquisition, performance, and portfolio information.
- Knowledge of EVM, risk management, performance measurement, and variance analysis.
- Experience gathering and documenting business requirements and stakeholder needs.
- Experience analyzing business processes, workflows, or stakeholder journeys and recommending improvements.
- Strong analytical, organizational, problem-solving, and facilitation skills.
- Strong proficiency with Microsoft Excel, PowerPoint, Word, and collaboration tools.
- Excellent written and verbal communication skills with the ability to work with technical personnel, business stakeholders, and senior leadership.
- Ability to manage multiple assignments and priorities in a fast-paced environment.
