Job summary

Knowledge Management, Inc. seeks a Financial Specialist - Team Lead to supervise the financial-management program for a federal law enforcement customer.

You will analyze obligations and expenditures, support budget planning and internal controls, review invoices, and provide senior leadership with timely financial reporting and advice. This role requires Top Secret (TS) clearance, strong Excel expertise, and experience with UFMS/IPP and federal financial systems.

Qualifications

• Advanced proficiency with Microsoft Excel.
• Working knowledge of federal Appropriations Law.
• Working knowledge of the Federal Acquisition Regulation (FAR).
• Working knowledge of the Federal Government budget process.
• Working knowledge of the Anti-Deficiency Act.
• Experience with federal financial management, obligations, expenditures, accruals, reconciliations, and reporting.
• Experience reviewing invoices and resolving vendor or billing issues.
• Strong analytical and communication skills and ability to advise senior leadership.

Responsibilities

• Analyze obligations and expenditures for compliance with applicable statutes, regulations, policies, and appropriations requirements.
• Provide guidance on financial planning, funding management, and complex procurement matters.
• Prepare ad hoc financial reports and analyses for senior leadership.
• Oversee reconciliation of fleet, purchase-card, and travel-card activity.
• Conduct audits of accounts and vendor files to verify internal controls.
• Conduct quarterly open-obligation reviews and validate financial requirements.
• Review and verify monthly invoices, resolve billing issues, and support electronic invoice processing.
• Review obligations and financial transactions in federal financial-management systems.
• Coordinate with financial, procurement, and information-technology organizations.
• Prepare financial status reports and ensure accruals, obligations, and supporting documentation are accurate.
