Office of Energy – Technology Assessment/State Energy Division
The Technology Assessment Division is the technical and analytical arm of the Office of Energy. The Division assists the Secretary in analyzing and evaluating issues in areas affecting many of the offices of the Department of Energy and Natural Resources.
Also within this division, the State Energy Division promotes the efficient use and management of energy in the state. It helps maximize Louisiana's energy potential by exploring all energy sources and by reducing current energy consumption through education, energy-use studies, and demonstrations of energy-efficient technologies.
Employees are eligible for flexible work schedules upon hire and up to 2 days of telework after 6 months.
LOCATION AND POSITION:
This position is located in the Technology Assessment/State Energy Division within the Office of Energy in Baton Rouge, LA. The Federal Energy Program Manager is a senior level program manager responsible for assisting the Statewide Program Manager 2 in the management of energy programs through federal grant funding. The incumbent in this position needs to have a diverse skill set and the ability to work on multiple grants and programs across a wide range of energy initiatives. JOB DISTINCTIONS:
Differs from the Environmental Division Administrator by the absence of authority and supervisory responsibility for the Division.
Manages an energy program for energy conservation, energy management, alternative energy and/or renewable energy through federal grant funding.
Formulates long-range plans and provides direction for submittal of proposals; reviews comprehensive plans in order to implement energy efficiency programs/projects.
Promotes energy conservation and energy efficiency by providing technical assistance and guidance to grant applicants.
Provides direction and review of funds to ensure proper allocation and expenditure of funds, alignment with budget, and compliance with funding source requirements; monitors performance of contractors and grantees.
Develops and implements policies and procedures to ensure program/project compliance with applicable laws, regulations and conditions regarding accountability for grants and funds.
May provide expert testimony in legislative hearings.
May represent the agency on boards, coalitions, associations and panels in meetings with private industry, nonprofit organizations, and governmental officials in matters relative to energy.
Confers with agency officials on matters pertaining to program planning, budgeting, and coordination efforts.
