Job summary

BDO USA is seeking a Federal Contracts & Pricing Manager to support the full lifecycle of federal contracting across diverse client engagements.

You will lead prime contract administration, strategic proposal development, and subcontract management while ensuring compliance with FAR, DFARS, and agency supplements. Strong communication with clients, SMEs, and government customers is essential.

Qualifications

  • Six+ years of federal contracting experience.
  • Experience with FAR, DFARS, CAS and/or other federal contracting regulations.
  • Experience with GSA Schedules, OTAs, and non-FAR awards.

Responsibilities

  • Manages full lifecycle contract administration for federal clients including proposal development, negotiations, execution, performance, modifications, and contract closeout
  • Reviews solicitations and proposals for compliance risks; supports development of budget models, cost narratives, business volumes, and representations and certifications
  • Interprets and applies the FAR, DFARS, agency-specific regulations, and performance requirements to negotiate awards and ensure compliance across federally funded projects
  • Manages subcontractor compliance including onboarding, agreement execution, flowdowns, price reasonableness exercises, and performance monitoring
  • Leads development and tracking of small business subcontracting plans and reporting
  • Develops and completes compliant contract files, performance trackers, report templates, and other documentation to maintain and track deliverables

Job Duties
  • Manages full lifecycle contract administration for federal clients including proposal development, negotiations, execution, performance, modifications, and contract closeout
  • Reviews solicitations and proposals for compliance risks; supports development of budget models, cost narratives, business volumes, and representations and certifications
  • Interprets and applies the Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), agency-specific regulations, unique terms and conditions, and performance requirements to effectively negotiate execution of awards and ensure compliance across federally funded projects
  • Manages subcontractor compliance including onboarding, agreement execution, flowdowns, price reasonableness exercises, and performance monitoring
  • Leads development and tracking of small business subcontracting plans and reporting
  • Develops and completes compliant contract files, performance trackers, report templates, and other documentation to maintain and track deliverables, modification triggers, required reporting / disclosures, and overall compliance with awards
  • Reviews and develops client policies and procedures, tools, templates, and other internal controls related to contract administration, procurement, accounting, human resources, and other functional areas to ensure they meet the requirements of the client’s federal portfolio
  • Aids in firm development activities and other marketing initiatives including but not limited to attending trade shows, networking, developing internal and external practice development opportunities and identifying cross servicing opportunities
  • Prepares thought leadership such as articles or presentations for webinars and conferences
  • Other duties as required
Supervisory Responsibilities
  • Provides engagement and workload supervision
  • Schedules, develops, and trains staff
  • Reviews and evaluates work prepared by staff and Seniors
  • Trains associates and interns on how to use current software tools and consulting methodology
  • Provides verbal and written performance feedback to staff
Qualifications, Knowledge, Skills, And Abilities
Education
  • Bachelor’s degree, required; with a focus in business, finance, or law, preferred
Experience
  • Six (6) or more years of federal contracting experience, required
  • Experience with FAR, DFARS, CAS and/or other federal contracting regulations, required
  • Experience working with unique award types such as General Service Administration (GSA) Schedules, Other Transaction Agreements (OTAs), and other non-FAR based awards, preferred
License(s)/Certification(s)
  • CFCM or CPCM, preferred
Software
  • Proficient in the use of Microsoft Office Suite, specifically Excel, Word, and PowerPoint, required
  • Icertis implementation or user knowledge, preferred
Other Knowledge, Skills & Abilities
  • Excellent verbal and written communication skills, specifically business / report writing
  • Strong analytical and basic research skills
  • Solid organizational skills especially ability to meet project deadlines with a focus on details
  • Ability to successfully multi-task while working independently or within a group environment
  • Ability to work in a deadline-driven environment and handle multiple projects simultaneously
  • Ability to apply principles of logical thinking to define problems, collect data, establish facts and draw valid conclusions
  • Knowledge of Federal Acquisition Regulations (FAR), Defense FAR Supplement (DFARS) Business Systems and Cost Accounting Standards (CAS)
  • Ability to follow and apply specific rules and regulations
  • Proactive and able to work with limited supervision

Individual salaries that are offered to a candidate are determined after consideration of numerous factors including but not limited to the candidate’s qualifications, experience, skills, and geography.

National Range: $110,000 - $155,000

Maryland Range: $110,000 - $155,000

NYC/Long Island/Westchester Range: $110,000 - $155,000
