Job summary

Lukos, Bethesda, MD, seeks an Acquisition and Budget Analyst to support NCCIH executive leadership with business analysis and policy development. The Acting Executive Officer will coordinate with the COR to manage contract services and deliver high-quality work products, proactively addressing risks and stakeholder needs.

Required are a BA/BS in a relevant discipline and a minimum of five years in federal acquisition or budget analysis, with Master’s preferred; direct HHS/NIH experience is

Qualifications

• Bachelor of Arts (BA) or Bachelor of Science (BS) degree in a relevant discipline from an accredited institution, Master's preferred.
• Minimum five years supporting federal acquisition, budget, financial, or resource analysis.

Responsibilities

• Develop and maintain budget estimates, forecasts, and expenditure analyses for supported activities.
• Develop and implement a wide range of advanced qualitative and quantitative methods to assess and improve effectiveness for complex processes and projects.
• Perform tracking, monitoring, and coordination activities.
• Plan and conduct analysis, as needed.
• Track current and projected staffing costs, funding allocations, and estimates to complete.
• Prepare financial data for monthly, annual, and final contract reports.
• Analyze resource requirements and identify potential cost, schedule, or funding impacts.
• Support acquisition planning and administrative documentation under Government direction.
• Reconcile financial information and investigate discrepancies before reporting.
• Coordinate with designated acquisition or financial personnel.
• Provide analyses and recommendations without performing inherently governmental functions.
