Job summary

Lukos, Bethesda, MD, seeks a contractor for Business Analysis and Policy Development Support to NCCIH leadership. The Acting Executive Officer will coordinate with the COR to manage contract services and deliver high-quality work products aligned to stakeholder needs.

The role emphasizes planning, policy updates, staff engagement, and knowledge-sharing to implement scalable program management across the NCCIH portfolio. Experience with federal programs is preferred.

Qualifications

• Bachelor's degree in a relevant discipline from an accredited institution.
• Minimum three years supporting a program management office, project team, or comparable business operation.

Responsibilities

• Plan and facilitate needs assessments to evaluate processes, controls, and risks and develop/update process documents.
• Assess existing policy and identify updates needed as appropriate.
• Identify and assist in addressing policy needs, development, and/or implementation.
• Prepare and provide plans to engage staff for outreach and analyses purposes and communicate analyses results to staff.
• Plan and conduct analysis, as needed.
• Advise on and help gather and implement best practices for scalable portfolio/program/project management.
• Support training to boost knowledge on assigned Tasks and Projects.
• Provide support for meetings: coordinating, agendas, materials, minutes, follow-ups.
• Maintain project schedules, action logs, risk registers, staffing records, and deliverable inventories.
• Track project status, milestones, dependencies, and decisions.
• Compile performance information for weekly, monthly, annual reporting.
• Support qualitative and quantitative analysis of program performance and business needs.
• Organize records in Teams, SharePoint, Smartsheet, and approved platforms.
• Monitor actions and coordinate with responsible personnel to completion.
• Alert leadership to schedule, staffing, quality, or performance concerns.
