Job summary

QMS Consulting seeks a Regulatory Specialist with direct experience drafting federal rules for an agriculture-based federal agency. The specialist will lead up to three proposed-rule efforts and turn public submissions into accurate, traceable issue summaries and writing support for policy decisions and potential final-rule responses.

Responsibilities include drafting issue summaries, managing comment reviews in FDMS, and delivering the public-comment analysis and Key Issues Matrix.

Qualifications

  • Hands-on experience drafting proposed or final federal rules for agriculture-based agency
  • Knowledge of APA notice-and-comment process and Federal Register drafting conventions
  • Experience organizing and summarizing public comments in FDMS or equivalent
  • Ability to create precise issue analyses and matrices distinguishing substantive issues
  • Strong editing and quality-review skills with Word/Excel deliverables
  • Ability to work under short deadlines with cross-functional staff

Responsibilities

  • Review proposed rule, docket, authority, and instructions; establish work plan and review gates
  • Guide intake and screening of comments in FDMS and Regulations.gov
  • Analyze comments for substantive arguments, form letters, and counts
  • Draft and quality-review issue summaries, comment register, and matrices
  • Help prepare agency-ready regulatory language and responses to comments
  • Deliver analyses and matrices within 15 days after comment closes
  • Attend weekly status meetings and document decisions and open issues
