Job summary

El Programa Hispano Católico (EPHC) seeks a Family Housing Navigator to assist families experiencing homelessness and housing instability. You will assess housing needs, connect to resources, and perform outreach in the community, including travel to where families reside.

Responsibilities include data entry, referrals, and collaborating with partner agencies to facilitate rapid housing placement. Requires bilingual Spanish/English communication and a driver’s license.

Qualifications

• Strong communication skills, both verbally and in writing, in Spanish and English.
• Bachelor’s degree or equivalent experience preferred.
• Experience and knowledge working with a broad range of issues affecting homeless Latine/ Hispanic and other BIPOC communities.
• Intermediate proficiency in all programs of Microsoft Office; experience with data entry.
• Demonstrate judgment and discretion in dealing with confidential matters.
• Must be able to organize and prioritize work, be proactive, take the initiative, follow through, and simultaneously manage multiple priorities to ensure goals are met in a timely manner.
• Willingness to learn new skills and take on new responsibilities.
• Strong analytical and strategic problem-solving skills.
• Ability to work well in a team setting, and independently; be flexible and adapt well to different dynamics in a fast-paced work environment.
• Ability to support organizational and program-specific mission and goals.
• Ability to lift 40 pounds.
• Access to a reliable motor vehicle. Must have a driver’s license and the ability to obtain automobile insurance at levels required by the agency (100/300/100).
• Satisfactory results from civil, criminal, and motor vehicle background check are required.

Responsibilities

• Provide community response and outreach to families experiencing homelessness.
• Administer the Multnomah County Screening Services Tool using a trauma-informed framework that recognizes the impact of trauma on family stability.
• Enter all necessary data into a Homeless Management Information System and El Programa Hispano Católico ensuring accurate information.
• Support households by providing referrals to other systems and programs (i.e., adults, youth, survivors of Domestic Violence, Veteran, etc.) and other appropriate services (mainstream benefits specialist, education, employment assistance, job training, food, legal, life skills training, outpatient health, mental health, substance abuse treatment, transportation, etc.).
• Work closely with households prioritized on the Coordinated Access housing queue and shelter waitlist to verify disabilities and length of time in homelessness, obtain necessary housing documentation, and mitigate potential housing barriers to facilitate a rapid transition into housing upon referral.
• Provide client assistance to support the rapid transition of households prioritized through the Coordinated Access housing queue to available housing resources.
• Monitor housing navigation tracking spreadsheets.
• Provide on-call coverage as needed during severe or extreme weather conditions to support participants’ needs, including during weekends and holidays when necessary.
• Participate in partner agency meetings to coordinate family referrals for housing placements.
• Work closely with identified staff from the Homeless Services Department, partner organizations, and El Programa Hispano Católico Lead Navigator to support the management of the HFSOC housing list.
• Adhere to El Programa Hispano Católico policies and procedures.
• Perform other duties as assigned.

About The Role:

The Family Housing Navigator works with families in the community who are experiencing homelessness or housing instability. The Family Housing Navigator works closely to understand program participants housing needs, address housing barriers, and helps connect families to available housing resources. The Family Housing Navigator conducts outreach and engages families to complete housing assessments, intakes, and collect required program documentation. The work of the Family Housing Navigator includes occasional travel to apartments, cars, parks, bridges, forested areas, and other locations where people reside. This position serves on a team composed of Multnomah County partner organization staff including Path Home, Native American Rehabilitation Association of the Northwest, Self Enhancement, Inc, and Our Just Future.

Compensation: $25.00 per hour.

Location & Typical Working Conditions: Most of the work performed in this position will be done out in the community meeting with households wherever they’re at. There are times that work can be done remotely from home; however, most work is done in the office. On-site work is located at EPHC's offices in Gresham, OR. Job duties may require occasional travel, and evening and weekend work depending on project deadlines or severe weather events.
