Stellant Systems, Inc. in Torrance, CA is seeking a Facility Security Officer (FSO) to implement the industrial security program and ensure compliance with NISPOM, DD254, and DoD requirements for high-value contracts.

The FSO will interface with government management personnel and Stellant staff, conduct self-inspections, apply risk mitigation, and manage security measures to prevent unauthorized access to company facilities and information. Active Secret clearance is required.

Overview

Job Title: Facility Security Officer (FSO)

Job location: Torrance, CA

Salary: $90,000-$120,000/yr DOE

Responsibilities

The Facility Security Officer (FSO) is responsible for implementing the industrial security program and ensuring company and customer security requirements are met. The successful candidate will interface with all levels of Stellant personnel and government management personnel to ensure contract security compliance with National Industrial Security Operating Manual (NISPOM), DoD Manual 5205.07, Contract Security Classification Specification (DD254) and Program Classification Guides.

The position requires a self-motivated candidate that is capable of working in an independent or team environment with minimal direction. The candidate will be required to conduct security self-inspections, apply risk mitigation methodologies, support customer assessments, and implement security measures to meet requirements. The FSO must possess the confidence to make critical security decisions concerning high value contracts and to implement security procedures that will prevent unauthorized access to company and government facilities or information.

Qualifications

• Be able to interpret company and government security policies and apply them to program operations
• Provide clear guidance to company employees, and recommend modifications to operations policies or procedures as appropriate
• Thorough working knowledge of32 CFR Part 117 (NISPOM), other relevant DoD security guidance as well as the Intelligence Community Directive (ICD) standards
• Strong understanding of Physical Security requirements to include collateral Closed Areas
• Thorough understanding of security databases such as DISS, eQIP, and NISS
• Administer day-to-day security programs: personnel processing, program reviews, document control system, audits & self-inspections, violation investigations & reports, receipt/dispatch/destruction/mail logs, visit certs, etc.
• Experience creating and conducting initial security briefings, debriefings, indoctrinations, pre/post foreign travel briefings and refresher briefings, as appropriate
• Ability to develop and establish an effective security awareness, training, and education program
• Minimum 2 years of experience in Industrial Security
• Strong communications skills, both oral and written
• FSO certification with minimum 2 years of experience as an FSO preferred
• Active Secret security clearance

• 14 course curriculum that provides the information needed to prepare the new FSO for the duties as responsibilities of an FSO in a possessing facility. No prerequisites

• Allows new FSOs and security personnel the opportunity to learn and apply fundamental National Industrial Security Program (NISP) requirements in a collaborative environment.
• Prerequisites: IS011.16 (included in required course, IS128.16, INT101.16, CI112.16 with all exams completed)

IS128.16 Preparing the DD Form 254

• Provides an overview of the DD Form 254, Contract Security Classification Specification, and assists the user with the form’s purpose and preparation

INT101.16 Insider Threat Awareness

• Provides a thorough understanding of how Insider Threat Awareness is an essential component of a comprehensive security program

CI112.16 Counterintelligence Awareness and Security Brief

• Awareness of potential threats directed against U.S. technology; it also explains common suspicious activities, including insider threats that should be reported to the Facility Security Officer (FSO) in compliance with the National Industrial Security Program Operating Manual (NISPOM)

PY011.16 Introduction to Physical Security

• Provides a basic understanding of the theories and principles for the application of physical security to protect DOD assets
