Facility Security Officer (FSO) is responsible for developing, implementing, and managing the physical and cybersecurity programs for a nuclear fuel fabrication facility to protect personnel, nuclear materials, sensitive information, critical assets, and company operations. This role ensures compliance with all applicable regulatory, licensing, cyber, and company security requirements through the administration of access control programs, security procedures, threat assessments, cybersecurity governance, emergency response coordination, and security-related training. The Facility Security Officer oversees security personnel and systems, including physical security technologies, network security monitoring, cybersecurity awareness programs, and incident response activities. Working closely with operations, regulatory affairs, information technology, and site leadership, the position maintains a robust defense-in-depth security posture while fostering a culture of vigilance, accountability, and cyber awareness. The Facility Security Officer serves as a key advisor to management on security and cybersecurity matters, ensuring the protection of the facility, its workforce, digital infrastructure, and mission through continuous improvement and adherence to nuclear industry security standards and best practices.

Main activities
  • Security Administration: Develop, implement, and maintain approved facility security plans, standard operating procedures, and emergency response protocols.
  • Access & Clearance Management: Verify personnel security clearances, maintain access control lists, and oversee visitor control for designated classified areas.
  • Information Safeguarding: Direct the secure receipt, processing, storage, transmission, reproduction, and destruction of matter containing Restricted Data.
  • Compliance & Auditing:
    • Conduct internal self-assessments, lead incident investigations, and facilitate mandatory DOE facility inspections and reporting.
    • Conduct security and cyber vulnerability assessments, investigating physical and cyber security incidents, coordinating with Information Technology (IT) teams to protect critical systems, safeguarding sensitive and classified information,
    • Implementing corrective actions to mitigate identified risks
  • Training & Awareness: Deliver specialized security education and threat-awareness training to employees handling nuclear-related classified matter.
Required Qualifications
  • Bachelor's degree in Security Management, Cybersecurity, Information Technology, Engineering, or a related field.
  • Equivalent combination of education, military service, law enforcement experience, or security management experience may be considered.
Experience
  • 10+ years of progressively responsible experience in industrial security, nuclear security, military security, law enforcement, cybersecurity, or critical infrastructure protection.
  • Experience managing physical security programs, access control systems, investigations, and emergency response.
  • Experience within highly regulated industries such as nuclear, energy, defense, chemical processing, manufacturing, or government facilities preferred.
  • Previous supervisory or leadership experience overseeing security personnel and contractors.
Preferred Qualifications
  • Experience with nuclear fuel fabrication, MOX, enrichment, reprocessing, or regulated fuel-cycle facilities.
  • Previous or active DOE ‘Q’ clearance
