Job summary

Procon is seeking an experienced Facility Program Manager to provide design, construction, and facility management support for a federal facility in Washington, DC. The role covers renovations, space reconfiguration, moves, and lease administration, coordinating with government stakeholders, A/E firms, and contractors.

The ideal candidate leads complex projects through the design and construction lifecycle, with strong scheduling, cost estimating, and KPI tracking.

Qualifications

• Bachelor’s degree in Architecture, Engineering, Construction Management, or related discipline.
• PMP or CMAA certification preferred and federal project oversight experience.

Responsibilities

• Coordinate logistical aspects of office moves including IT connectivity, furniture, and space needs.
• Lead project scheduling, budgeting, and reporting; track progress and prepare status briefs for client.
• Ensure compliance with Federal regulations and agency procedures across the design and construction lifecycle.
• Facilitate communications between government stakeholders, A/E firms, contractors, and tenants.
• Support QA/QC, risk management, and KPI tracking for project performance.
• Direct contractor staff and manage 4+ direct reports where applicable.
• Prepare and review budgets, estimates, and procurement activities for repairs and construction.

Procon seeks an experienced Facility Program Manager to provide design, construction, and facility management support for a federal facility in Washington, DC. The position will support renovations and space reconfiguration projects as well as operational and maintenance oversight, management of an automated integrated workplace management system, space planning, move services, supply center oversight, design, procurement, space occupancy support and lease administration. Responsibilities will include construction and building management support, project coordination, cost estimating, budgeting, scheduling, and collaboration with architecture, engineering, construction, and government stakeholder teams. The ideal candidate will have experience managing complex federal facility projects throughout the design and construction lifecycle.

Qualifications & Skills

• Bachelor’s degree in Architecture, Engineering, Construction Management, or a related discipline, and a minimum of 10 years of project or facility management experience.
• Project Management Professional (PMP) or Certified Construction Manager (CMAA) Certification.
• Experience managing construction projects in occupied Federal Government facilities.
• Strong knowledge of construction methods, scheduling, cost estimating, budgeting, and project controls.
• Experience coordinating with Federal Government Agencies, A/E firms, contractors, construction trades, and building suppliers.
• Proficiency in developing and managing schedules using MS Project and/or Primavera P3–P6.
• Ability to lead facility construction activities and construction progress meetings.
• Ability to electronically review and print AutoCAD documents.
• Experience with commercial projects involving systems furniture.
• Strong ability to work independently and collaboratively in fast-paced project environments.
• Experience in the management of a team of up (4) or more direct reports.
• Must successfully pass a Federal Government suitability background investigation to obtain an HSPD-12 clearance to access the client facility and its network.

Responsibilities & Duties

• Take the lead in coordinating associated logistical aspects of office moves including telephones, IT connectivity, furniture, and other office requirements.
• Propose deadlines, assign responsibilities to contractor employees, monitor and summarize progress of projects to include preparing reports regarding the project status.
• Be familiar with a variety of federal government regulations, best practices, and procedures for all functional areas.
• Provide support with task management, scheduling, managing project deliverables and handling communications between Key Personnel and Government Client.
• Pro-actively coordinate with and between Agency personnel, Service Providers, Client Project Management and building tenants on assigned projects.
• Support the other Key Personnel with resources and tools needed to meet operational requirements.
• Lead and direct the work of contractor’s direct staff. This position required organizational skills with task management of data and personnel.
• Develop tracking and reporting methods for budgetary purposes related to project and repair purchase estimate submitted by contractors or vendors. Develop and track Key Performance Indicators and Service Levels.
• Delegate tasks to key personnel in accordance with roles, ensure target dates on project delivery dates are met.
• Perform quality control on project throughout the development and maintain the industry standards expected by the Client (i.e. AIA — American Institute of Architects).
• Communicate with Key personnel and produce tease data and project status reports to relay to the Client regarding project updates and deliverables. Serve as point of contact in relaying information to key personnel.
• Resolve discrepancies with team performance and/or vendors. Conduct weekly briefs with key Personnel and adjust project planning accordingly to meet deadlines.
• Responsible for projects that may include preparing status reports for leadership, conducting audits of real estate transactions to ensure the integrity of data and conformance with legal and regulatory requirements. Managing files and information relating to current and previous tease files. Analyze work processes and identify potential problems and/or inefficiencies.
• Assist in developing and implementing new or modified guidelines, work processes and administrative practices to improve timeliness, efficiency and effectiveness of work processes and standards and disseminate to managers and workforce. Proficiency in the implementation of Artificial Intelligence (AI) tools is preferred.
• Speak, understand, read and write in the English language with a professional or fluent level of proficiency.

Physical Requirements

• Walking and standing for extended periods while performing site observations and inspections.
• Navigating active construction areas, including stairs, uneven surfaces, temporary walkways, and varying elevations.
• Occasionally bending, stooping, kneeling, crouching, reaching, and climbing as necessary to observe construction activities.
• Accessing mechanical, electrical, utility, process, and other construction areas as required.
• Wearing required personal protective equipment (PPE) and complying with all applicable site safety requirements.
• Working in indoor and outdoor environments with exposure to typical construction‑site conditions, including noise, dust, weather, and temperature fluctuations.
• Occasionally lifting and carrying up to 25 pounds.
