Duties

  • Serves as a property manager to resolve reported building maintenance issues/problems and performs daily inspections of the grounds to identify deficiencies in assigned maintenance systems.
  • Establishes technical requirements, develops Statement(s) of work and Independent Government Cost Estimates (IGCE) for alterations projects, maintenance, customer requests and repair projects.
  • Develops contract requirements pertaining to maintenance, repair, and operation of facilities and alteration projects.
  • Responsibilities include preparation and negotiation of change orders, preparation, coordination and approval of schedules, work progress reporting, and inspection and review of contractor's performance.
  • Serves as a liaison with building tenants, private contractors, and local state and/or federal organizations to resolve problems, provides advice on maintenance, construction, and related buildings and grounds management activities.
  • Prepares a variety of reports involving management and executive planning, coordinating and evaluating logistical actions required to support specific mission and other programs for cost analysis, procurement and budget execution and contracting.
  • Serves as a property manager to resolve reported building maintenance issues/problems and performs daily inspections of the grounds to identify deficiencies in assigned maintenance systems.

  • This is a Mission Essential (ME) position. The incumbent may be required to report to work in the event of a natural disaster, inclement weather, or crisis.

Qualifications

To qualify for a Facility Operations Specialist your resume and supporting documentation must support: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

  • Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
  • Oversee facility management of resources related to service contracts, financial programs, and space utilization.
  • Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements.
  • Performing maintenance or construction work including estimating material and labor costs for a variety of construction or maintenance project.
  • Developing and implement safety protocols, emergency response actions, security procedures, and environmental management compliance in risk management, safety and security.

Physical Demands: Assignments regularly involve long periods of standing, walking, bending, and stooping to observe and study work operations

in an industrial, storage, or comparable work area.

Work Environment: The employee is regularly required to work outside in all weather conditions. Assignments regularly require visits to storage,

construction, or other industrial areas, and involve moderate risks and discomforts. Protective clothing and gear and observance of safety precautions are required. The employee is regularly required to work overtime to accomplish duties.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

Drug-Free Workplace Policy

The Defense Logistics Agency (DLA) is committed to maintaining a safe, drug-free workplace. All DLA employees are required to refrain from illegal drug use on and off duty. DLA conducts pre-employment, reasonable suspicion, post-accident, and random drug testing.

Applicants tentatively selected for employment in testing designated positions will undergo a urinalysis to screen for illegal drug use prior to appointment. Refusal to undergo testing or testing positive for illegal drugs will result in withdrawal of the tentative job offer and a six-month denial of employment with DLA from the date of the drug test. Employees in drug testing designated positions are subject to random drug testing.

The DLA drug testing panel tests for the following substances: marijuana, cocaine, opiates, heroin, phencyclidine, amphetamines, methamphetamines, fentanyl, nor fentanyl, methylenedioxymethamphetamine (MDMA), methylenedioxyamphetamine (MDA), and opioids.

ADVISORY: Use of cannabidiol (CBD) products may result in a positive drug test for marijuana. DLA employees are subject to Federal law and under Federal law, Marijuana is a Schedule I drug and is illegal.
