Job summary

Government Contracting Resources, Inc. seeks an experienced Facility Manager to oversee Annexes 2-7 operations under the DISA contract.

You will plan, prioritize, and supervise maintenance, custodial support, pest management, landscaping, and snow removal to meet contract standards and company policies. You will coordinate central utility plant equipment work with the Chief Facility Engineer, supervise trades leads and technicians, and ensure safety and quality in all activities.

Qualifications

  • Bachelor's degree or 10 years of multidiscipline management experience in facilities.
  • Industry-recognized Facilities Management certification required.
  • Strong English communication and leadership skills.
  • Experience with CMMS/Deltek/Excel preferred.

Responsibilities

  • Oversee maintenance, custodial, pest management, landscaping, and snow removal per contract.
  • Supervise trades leads, custodial staff, and engineers; assign work, train, and discipline as needed.
  • Coordinate service orders and maintenance for Central Utility Plant systems with Chief Facility Engineer.
  • Promote safety and enforce safety practices across the team.
  • Ensure tools/equipment are maintained and housekeeping is up to standard.
  • Monitor PM activities and optimize reliability of equipment.
  • Lead meetings and prepare contract-required reports and analyses.
  • Provide guidance to subcontractors to meet contract requirements.

Must Maintain and Obtain Secret Clearance

Job Summary
  • Responsible for the effective daily management and oversight of Annexes 2-7 as described in the current BOS contract.
  • Manage, plan, prioritize, organize, control, report, evaluate, and adjust facilities maintenance operations, custodial support, pest management, landscaping, and snow removal to ensure conformance with the DISA Contract and GCR Policies/Procedures.
  • Coordinate service order and maintenance support for Central Utility Plant equipment and all mechanical and/or electrical systems with the support of the Chief Facility Engineer.
Job Duties
  • Responsible for managing the maintenance service, repairs, and preventive maintenance in the areas of HVAC, plumbing, carpentry, painting, machine, central utility plant, and electrical servicing in conformance with the contract.
  • Responsible for the day-to-day direct supervision and development of Trades' Leads & Craftsmen, Custodial Supervisor, and Mechanical Engineer to include scheduling, work assignments, dispatching, training, motivation, and progressive discipline.
  • Assist with the day-to-day implementation of the open-work order activities, strategically planning and managing to ensure conformance with established contract requirements.
  • Support Project SSHO in promoting and making employees aware of the importance of Safety and Safe Work Practices.
  • Ensure tools and equipment are maintained in good condition and proper housekeeping is maintained on a daily basis.
  • Responsible for the day-to-day implementation of Preventive Maintenance (PM) work activities, strategically planning and managing to ensure conformance with established PM schedules, and suggest changes to improve operation or reliability of the equipment.
  • Actively monitor by walking around and making self-visible to ensure employee conformance with established occupational safety and health program elements. Assist with immediate correction when unsafe behavior or conditions are observed or reported.
  • In conjunction with the Project Quality Control (QC) Manager, actively monitor and ensure employee conformance with established Quality Assurance Program elements. Assist with immediate correction when non-conformant work quality is observed or reported.
  • Give guidance and support to the Custodial Supervisor in the day-to-day operation of the custodial staff and in the completion of the contractual major projects.
  • Give specific guidance and direction to the pest, landscaping, and snow removal subcontractors, ensuring they complete all contract requirements completely and on-time in accordance with GCR and Contract requirements.
  • Coordinate workforce management and contract compliance efforts with other GCR Managers, as appropriate.
  • Interface with, monitor, and control subcontractors.
  • Lead required meetings, including the weekly Facilities/Operations Meeting, Bi-Weekly PM Meeting, Weekly BAS Operations Meeting, and others as directed/required by the Project Manager.
  • Prepare required reports and analyses as required and/or directed by the Project Manager, ensuring required documentation is maintained and submitted as contractually required.
  • By visual observation and personal involvement, make recommendations to improve trades' worker productivity and efficiencies. Recommend measures to improve maintenance methods, work practices, and equipment performance.
  • Responsible for all inventory and asset management practices related to the DISA Project, to include:
  • Procedures for the operation of, maintenance of, and accountability of all inventories and assets.
  • Working with CMMS/Supply Clerk and Accounting Clerk to ensure the accuracy of all inventory listings and records.
  • Analyze and resolve work problems and assist workers in solving work problems.
  • Monitor and manage project overtime so that it does not become out of control and stays within the guidelines (2-3%) of budgeted annual wages.
  • Ensure the contract standards for work order completion are met:
  • Emergency SO - 15 minutes (responded to)
  • Routine SO's - 3 days
  • Minor SO's - 10 days
  • Major SO's - 20 days
  • Ensure tools and equipment are maintained in good condition and proper housekeeping is maintained on a daily basis.
  • Lead by example, set the standard by which all GCR employees should follow as it pertains to accountability, expectations, quality, timeliness, and appearance.
  • At times may be required to work outside of normal day shift hours to support managing building systems maintenance.
  • Perform as the Project Manager in the absence of the Project Manager.
  • Perform other duties as assigned by the Project Manager.
Safety Requirements
  • Actively participate in the GCR and Project Occupational Safety & Health Program.
  • Perform all assigned work in a safe and reasonable manner that avoids preventable injury to you, co-workers, customers, and/or members of the public.
  • Immediately report all occupational injuries, unsafe conditions, and/or property damage.
  • Use and enforce the wearing of personal protective equipment.
  • Always wear a seatbelt while operating/riding in a company vehicle, government vehicle, or a privately owned vehicle while performing work activities or acting as an agent of GCR.
  • Not be unfit for work due to the presence, ingestion, consumption, or inhalation of illegal drugs, prescribed medications, over-the-counter drugs, and/or alcohol.
Machines, Tools and Equipment Used

Mandatory Requirements
  • Ability to obtain and maintain a "Secret" Security Clearance.
  • Submit to and successfully pass pre-employment drug screening and a background check.
  • Be a citizen of the United States.
  • BS Degree or ten (10) years' experience as a manager in a multidiscipline environment of similar scope and complexity as supported by this contract. Multidiscipline environment includes operations, maintenance, landscaping, SRM, and custodial. Comparable project size and complexity means a project that supports facility SRM of a complex of at least 1,000,000 sq. ft.
  • An industry recognized certification in Facilities Management is required.
  • The FOM shall work on-site during core working hours of the facility, 7:00AM-4:00PM.
  • Knowledge of methods, materials, tools, and equipment used in the installation, maintenance, and repair of large facility/plant trades, to include but not limited to: HVAC, refrigeration, plumbing, ventilation, heating, electrical, carpentry, painting, air conditioning systems and equipment; central utility plant, electrical theory; building codes; and air quality regulations.
  • Strong interpersonal and communication skills. Able to effectively communicate, both written and verbal, in English.
  • Be able to constructively interact with Associates, Customers, Support Staff, Management, and Corporate Staff.
  • Able to work a non-traditional work week, to include evenings, weekends, and/or holidays as work demands dictate and/or as requested by the Project Manager.
  • Valid State Driver's License and reliable transportation.
  • Excellent computer skills, to include the ability to use Maintenance Management Systems, and software programs such as Microsoft Windows, Outlook, Deltek, and Excel.
  • Excellent time management skills and ability to multi-task and prioritize work.
  • Attention to detail and problem-solving skills.
  • Strong organizational and planning skills.
  • Instructional ability.
Preferred Requirements
  • Prior Facilities Operations Management experience with facilities/systems of similar scope and complexity.
  • Prior military service and/or experience on Government O&M Contracts
