Responsibilities

  • Direct, oversee, and manage daily operations of the residential facility and programs.
  • Supervise and evaluate staff including Assistant Administrators and Direct Support Professionals.
  • Exercise independent judgment regarding staffing, resident care, and regulatory compliance.
  • Develop staffing schedules to ensure coverage and continuity.
  • Participate in interviewing, hiring, training, evaluations, and disciplinary actions.
  • Ensure compliance with Title 17, Title 22, DDS, and licensing requirements.
  • Serve as liaison with regional centers, CC Licensing, DDS, healthcare professionals, and families.
  • Coordinate IPP/ISP/IBSP and care planning meetings; monitor care plans and services.
  • Monitor operations to ensure supervision, transportation, nutrition, and daily living support.
  • Ensure timely documentation, incident reports, med records, training, and certifications.
  • Maintain confidential records and manage purchasing, budgeting, and vendor coordination within budgets.
  • Promote resident rights, safety, and person-centered practices.
  • Attend meetings, trainings, and company functions; perform other duties as assigned.

Pay: $75,920.00 - $80,000.00 per year

Position Summary

The Facility Administrator is responsible for the overall management, administration, operation, staffing, and regulatory compliance of the residential care facility serving individuals with developmental disabilities and behavioral support needs. The Facility Administrator exercises independent judgment and discretion in directing facility operations, supervising employees, coordinating resident services, ensuring compliance with Title 17 and Title 22 requirements, and implementing company policies and procedures.

The primary duty of this position is management of the facility and supervision of staff. The Facility Administrator is responsible for overseeing daily operations, maintaining regulatory compliance, managing personnel functions, ensuring quality resident care, and promoting a safe and effective work environment. This position regularly directs the work of two or more employees and participates in personnel decisions including hiring recommendations, scheduling, training, performance management, corrective action, and disciplinary recommendations. This position operates within a residential care setting and may require evening, weekend, holiday, and on-call availability. Travel between facilities and attendance at off-site meetings or appointments may be required.

Essential Job Duties and Responsibilities

  • Direct, oversee, and manage the daily operations of the residential facility and residential care programs.
  • Supervise, direct, train, coach, evaluate, and monitor the performance of Assistant Administrators, Lead Direct Support Professionals, Direct Support Professionals, and other assigned personnel.
  • Exercise independent judgment and discretion regarding staffing decisions, resident care coordination, operational procedures, policy implementation, and regulatory compliance matters.
  • Develop, implement, and monitor staffing schedules to ensure appropriate staffing coverage and operational continuity.
  • Participate in interviewing, hiring recommendations, employee training, performance evaluations, corrective action, disciplinary actions, and termination recommendations.
  • Ensure facility operations remain compliant with Title 17, Title 22, DDS, Community Care Licensing, labor laws, and all applicable federal, state, and local regulations.
  • Serve as the primary liaison with regional centers, Community Care Licensing Division (CCLD), Department of Developmental Services (DDS), healthcare professionals, consultants, outside agencies, and resident family members.
  • Coordinate and participate in IPP, ISP, IBSP, interdisciplinary team meetings, behavioral review meetings, and other resident care planning meetings.
  • Oversee implementation and monitoring of resident care plans, behavioral support plans, healthcare coordination, and person-centered services.
  • Monitor facility operations to ensure residents receive appropriate supervision, healthcare coordination, transportation, nutrition, behavioral support, and daily living assistance.
  • Ensure staff complete required documentation, incident reports, medication records, data collection, certifications, mandatory trainings, continuing education, and competency requirements in a timely and accurate manner.
  • Maintain accurate and confidential resident, personnel, operational, financial, and regulatory records in compliance with company policy and regulatory requirements.
  • Oversee facility purchasing, inventory, vendor coordination, budgeting, operational expenditures, and maintenance needs within approved operational budgets.
  • Ensure the facility environment remains clean, safe, sanitary, properly maintained, and adequately supplied at all times.
  • Respond to emergencies, staffing issues, resident incidents, behavioral crises, licensing concerns, and operational matters as necessary.
  • Promote resident rights, dignity, safety, confidentiality, and person-centered practices throughout facility operations.
  • Maintain professional communication and working relationships with employees, residents, family members, healthcare professionals, consultants, and regulatory representatives.
  • Transport clients to appointments, community activities, and other approved outings using company vehicles as needed.
  • Maintain a valid California driver’s license, acceptable driving record, and eligibility to drive under the company’s insurance requirements.
  • Follow all company policies and safety procedures related to resident transportation and vehicle operation.
  • Provide limited direct care or operational coverage only as necessary to support facility operations, emergencies, staffing shortages, or resident safety needs.
  • Attend required meetings, trainings, certifications, continuing education programs, and company functions.
  • Perform other job-related duties and responsibilities as assigned consistent with operational and business needs.

Qualifications

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The qualifications listed below are representative of the knowledge, skills, abilities, education, and experience required for the position.

Preferred candidates will possess the following:

  • Must be at least 21 years of age in accordance with applicable Title 22 licensing requirements.
  • Current ARF Administrator Certification required.
  • One of the following is required: RBT Certification, Licensed Psychiatric Technician (LPT) licensure, or Qualified Behavior Modification Professional (QBMP) certification.
  • Minimum of two (2) years of experience providing services to individuals with developmental disabilities and challenging behaviors.
  • Prior supervisory or management experience in a residential care, healthcare, behavioral health, or related setting preferred.
  • DSP 1 and DSP 2 certifications required.
  • Knowledge of Title 17, Title 22, DDS requirements, Community Care Licensing standards, and residential care operations preferred.
  • Ability to supervise employees, manage operations, exercise sound judgment, and make independent decisions regarding facility administration and resident care services.
  • Strong leadership, communication, organizational, documentation, and problem-solving skills.
  • High School Diploma or GED required.
  • Current CPR and First Aid certification required.
  • Successful completion of DOJ/FBI fingerprint clearance, health screening, and TB clearance required.
  • Valid California driver’s license with acceptable driving record and eligibility to drive under the company’s insurance requirements required.
  • Must be authorized to work in the United States.
