Job summary

Oneida ESC Group is seeking a highly motivated Facilities Program Analyst to support Naval facilities programs at Port Hueneme, CA. This full-time role involves coordinating maintenance, planning, and project execution for NC G1 and related commands.

The ideal candidate will have a degree in a related field, DoD/federal facilities experience, and strong data analysis and MS Office skills. U.S. Citizenship is required and a federal benefits package is offered.

Qualifications

  • Bachelor’s degree in facilities-related field or equivalent experience.
  • Demonstrated experience in facilities planning, maintenance programs, and project support.
  • Knowledge of Navy Facilities Maintenance Plans and DD Form 1391 documentation.
  • Experience with data analysis, reporting, and project tracking.
  • Proficiency with Microsoft Office Suite (Excel, Word, PowerPoint, Outlook).
  • Strong organizational, analytical, problem-solving and communication skills.
  • Ability to manage multiple priorities and work independently in a fast-paced environment.
  • Ability to obtain government credentials and installation access.
  • U.S. Citizenship required.

Responsibilities

  • Coordinate facilities management, maintenance planning, and project execution for Naval commands.
  • Analyze facility requirements and develop Facility Requirements Studies for government review.
  • Maintain facility funding trackers, resource allocation records, and assessment reports.
  • Support MILCON planning and DD Form 1391 documentation development.
  • Coordinate with NAVFAC, USACE, and other engineering organizations.
  • Track facility projects from initiation to completion with status updates.
  • Conduct facilities program analyses and operational assessments to improve utilization.
  • Develop and review Basic Facility Requirements (BFRs) and cost estimates.
  • Maintain facility records, drawings, maps, and deficiency logs.
  • Review requests for improvements and space allocations, provide recommendations.
  • Support Inspector General assessments and compliance.
  • Analyze AIS and contribute to SRM planning and budget execution.
  • Prepare monthly reports and final contract reports.
  • Assist with administration of ~150 facilities.

Description

Oneida Professional Services (OPS) is actively seeking a highly motivated, full-time Facilities Program Analyst at Port Hueneme, California.

*This position is contingent on the award of a federal contract

Key Responsibilities:
  • Provide administrative coordination and technical assistance for facilities management, maintenance planning, and project execution supporting Naval Construction Group ONE (NCG1) and associated commands.
  • Analyze and evaluate current and future facility requirements for active and reserve units and develop Facility Requirements Studies for Government review.
  • Maintain facility funding trackers, resource allocation records, and command assessment reports to support facilities planning and execution.
  • Support execution of Minor and Major Maintenance Action Plans and assist with development of Military Construction (MILCON) planning documentation, including DD Form 1391 packages.
  • Coordinate with Naval Facilities Engineering Systems Command (NAVFAC), U.S. Army Corps of Engineers (USACE), and other engineering organizations to facilitate facility project development and execution.
  • Track facility projects from initiation through completion and provide status updates, milestone reporting, and project documentation.
  • Conduct facilities program analyses, management studies, and operational assessments to improve utilization of facilities management and camp maintenance programs.
  • Develop and review Basic Facility Requirements (BFRs), facility justifications, cost estimates, and supporting documentation for government validation.
  • Maintain facility records, engineering drawings, maps, databases, deficiency logs, and electronic repositories.
  • Review requests for facility improvements and space allocations, analyze requirements, and provide recommendations for government consideration.
  • Support Navy Expeditionary Combat Command (NECC) Inspector General assessments and provide subject matter expertise related to facilities programs and compliance.
  • Analyze Annual Inspection Summaries (AIS) and develop recommendations supporting Sustainment, Restoration, and Modernization (SRM) budget planning and execution.
  • Prepare monthly reports, meeting minutes, technical documentation, and final contract reports in support of program objectives.
  • Assist with administration of approximately 150 facilities across multiple installations and support related maintenance, inspection, and training programs.
Requirements
Minimum Qualifications:
  • Bachelor’s degree in Facilities Management, Engineering, Construction Management, Business Administration, Public Administration, Logistics, or a related field; equivalent experience may be considered.
  • Demonstrated experience in facilities planning, facilities management, maintenance programs, construction project support, asset management, or related operational environments.
  • Knowledge of Navy Facilities Maintenance Plans, Basic Facility Requirements (BFRs), and DD Form 1391 documentation development.
  • Experience performing data analysis, reporting, project tracking, and administrative coordination.
  • Proficiency with Microsoft Office Suite, including Excel, Word, PowerPoint, and Outlook.
  • Strong organizational, analytical, problem-solving, and communication skills.
  • Ability to manage multiple priorities and work independently in a fast-paced environment.
  • Ability to obtain and maintain all required government credentials and installation access requirements.
  • U.S. Citizenship required.
Preferred Qualifications:
  • Experience supporting Department of Defense (DoD), U.S. Navy, NAVFAC, USACE, or other federal facilities programs.
  • Working knowledge of Maximo and related facilities management systems.
  • Experience with facility asset management, maintenance planning, MILCON projects, and capital improvement programs.
  • Familiarity with NAVFAC Asset Management, Facilities Maintenance Division (FMD), and Facilities Engineering Acquisition Division (FEAD) operations.
  • Experience supporting Inspector General inspections, compliance assessments, or facilities audits.
  • Knowledge of government budgeting, SRM planning, and facilities funding processes.
