Job summary

General Dynamics Electric Boat seeks an experienced Program Manager for the Real Estate and Project Planning Department to develop, plan, organize and manage resources for facilities master plans and sustaining CapEx cost and schedule milestones.

The role involves leading diverse teams through design and construction, managing budgets, coordinating with agencies, and ensuring milestone achievement with effective risk management and staff development.

Qualifications

• Bachelor's degree or higher in Construction Management, Engineering, Finance or Business or 10+ years real estate/project/facilities planning with leadership.
• 8+ years of project manager experience.
• 4+ years in a supervisor role with direct reports.

Responsibilities

• Lead multi-functional teams across design and construction of capital projects.
• Supervise design, development and construction of major renovations.
• Coordinate with government agencies and utilities for real estate requirements.
• Ensure programs meet objectives, schedule and performance milestones.
• Manage budgets to target costs and savings.
• Maintain and communicate 5-year capital plan for budgeting.
• Oversee contract strategy, evaluation, and negotiation of terms.
• Coordinate cost estimates and proposals; manage change orders.
• Communicate master plan to all departments and ensure efficient implementation.
• Develop and mentor direct reports; oversee Owners Representative Consultants.
