JOB SUMMARY:

Plans, organizes, supervises, coordinates and controls the activities of Plant Operations. Establishes work priorities, organizes, assigns work to and coordinates activities of Stationary Engineers engaged in operating the Central Plant boilers, chillers, generators, pumps, and other machinery and equipment. Oversees operation and maintenance of all on-site generated utilities and related systems. Ensures compliance with all codes, regulations, and the requirements of patient care. Manages hospital energy management program. Develops and maintains computerized maintenance management systems for Central Plant and Plant Operations equipment and utility systems. Develops operational strategies on the computerized control system. Complies with standards for all phases of facility remodeling, renovation, and construction. Ensures works performed by contractors (bidders) are in compliance with code, customer expectations, quality standards, and time/budget constraints. Responsible for DNV Life Safety Requirements and departmental Life Safety Training.

PRINCIPAL DUTIES AND RESPONSIBILITIES:
  • Consistently supports and communicates the Mission, Vision and Values of St. Joseph Medical Center.
  • Follow the St. Joseph Medical Center Guidelines related to the Health Insurance Portability and Accountability Act (HIPAA), designed to prevent or detect unauthorized disclosure of Protected Health Information (PHI).
  • Promotes a culture of safety for patients and employees through proper identification, proper reporting, documentation and prevention of medical errors in a non-punitive environment.
  • Supportive of the compliance program set forth by St. Joseph's Medical Center and demonstrated by:
    • Upholds the Standards of Conduct and Corporate Compliance.
    • Adheres to dealing appropriately and fairly with employee misconduct.
    • Enforces all compliance policies as they pertain to his/her area.
    • Provides and assures timely compliance education as requested by the Regional Compliance & Safety Officer and/or through corporate initiatives.
  • Completes feasibility studies of potential projects including preliminary tests of code requirements, building system constrain, cost and operational issues.
  • Directs work activities of subordinate personnel engaged in the production and distribution of steam, chilled water and emergency power and the maintenance of all related equipment and systems.
  • Develops, secures approval of, implements and administers operating and capital budgets.
  • Regularly monitors adherence to budgets and explains significant variances to the department director. Initiates corrective action as necessary.
  • Regularly evaluates the work of subordinates to ensure scheduled work is completed in accordance with established policies and procedures, land that applicable governing agency standards, codes and regulations are adhered to, and that all appropriate licenses, permits and certificates are obtained.
  • Develops and implements a computerized maintenance management system which is used to schedule and record all planned maintenance activities, track unplanned work orders, and evaluate the reliability of plant equipment.
  • Prepares and maintains logs and records of utility consumption and costs, prepares graphs and charts, and analyzes trends.
  • Makes recommendations for improving cost, reliability, and quality of purchased utilities.
  • Responsible for the development and implementations of management plan addressing utility systems as required in DNV standard EC 1.9; ensures and measures staff knowledge of utility systems for both users and maintainers as required by EC 2.1; implements the utilities management plan as required in EC 2.8; tests, inspects, and maintains utility systems as required n EC 2.14; reports to the hospital Safety Committee of planned and unplanned utility interruptions; finds ways to improve reliability and/or reduce impact of utility interruption.
  • Serves as resource person in order to resolve problems and handle unusual or complex equipment malfunctions and facilitate planning issues.
  • Develops written scope definitions to accurately define all aspects of the work to be included in a given project.
  • Coordinates the schematic phase of the project including preliminary sketches, budgets, schedules and written scope definitions.
  • Assembles the project team and conducts progress meetings to insure a fully integrated and developed project.
  • Writes and administers contracts for design and construction services. Evaluates the performance of each.
  • Prepares Capital Expenditure Budgets and is responsible for approved project budgets.
  • Develops and maintains project schedules; coordinates work with on-going hospital operations, consultants, contractors, and vendors.
  • Insures that all interested parties are involved from inception through occupancy.
  • Insures that all work completed within the Hospital Campus complies with all regulatory agencies and DNV requirements.
  • Coordinates efforts and decisions of interior design committee for standards in meeting hospital wide replacement of color selections, carpet, wall coverings, modular furniture, paint and borders.
  • Performs as owner representative in all construction activities on the campus and effectively communicates back to the Plant Operations Director.
  • Administers various Plant Operations Department functions, including inventory control, departmental safety and training, computer aided design, and maintenance automation, DNV preparations, and interior signage.
  • Makes regularly scheduled rounds ensuring that the Hospital is in compliance with all Life Safety Standards.
  • Develops and institutes Life Safety training on a departmental basis, ensuring that all Plant Operations associates are familiar with and trained in the hospital Life Safety measures.
  • Life Safety Maintenance programs monitoring and reporting.
  • Fire Alarm and suppression system maintenance testing and contracts.
  • Assists Director for preparing and updating DNV Statement of Conditions.
  • Ensures the use and exploitation of computer systems with the department of Plant Operations Services.
  • Analyzes customer needs and finds ways to improve responsiveness and follow up on work requests.
  • Ensures that departmental library files are organized, maintained and utilized appropriately.
  • All other administrative duties or special projects as requested by the Department Director.
  • Sets an example to all staff in their daily activities.
MINIMUM KNOWLEDGE, SKILLS AND ABILITIES REQUIRED:
WORK EXPERIENCE:
  • Minimum of two years' experience in building construction, renovation, or remodeling is required to gain a full understanding of project management.
EDUCATION & TRAINING:
  • Bachelor's degree in Engineering, Construction, Business Management, or equivalent work experience.
SKILLS:
  • Interpersonal and communication skills necessary in order to effectively communicate with both internal and external customers.
  • Ability to function in a decision making environment with minimal supervision.
