Responsibilities

• Own the condition, safety, and regulatory compliance of all buildings, vehicles, and campus grounds.
• Build and run a preventive maintenance program covering HVAC, boiler, electrical, plumbing, mechanical, roofing, and life-safety systems.
• Diagnose issues and complete in-house repairs; scope and oversee larger repairs performed by licensed contractors.
• Manage work orders and maintenance requests so issues are documented, prioritized, and closed out.
• Serve as project lead on renovations and capital improvement projects, from bid through permits, inspections, and final walkthrough.
• Ensure all buildings and living areas meet licensing, fire, health, and regulatory requirements at all times.
• Lead licensing and regulatory inspections, respond to findings, and drive corrective actions to completion.
• Maintain and test life-safety systems, including fire alarms, extinguishers, emergency lighting, and egress routes.
• Train staff on safety procedures and safe use of tools and equipment.
• Maintain emergency preparedness plans and manage waste disposal and hazardous materials handling.
• Select, schedule, and manage contractors and service vendors; negotiate pricing and service agreements; build a multi-year budget and capital plan.

Who We Are

Morning Star Boys' Ranch has been serving vulnerable youth in the Spokane community since 1957. Our Behavioral Rehabilitation Services (BRS) program provides a safe, structured, and supportive environment for children who have experienced significant adversity and trauma.

We are looking for an experienced Facilities Manager who wants more than a maintenance job. This is an ownership role. You will run the campus, set the maintenance strategy, manage the budget, choose and hold accountable the contractors who work here, and represent Morning Star during licensing and safety inspections.

What You Will Do

As Facilities Manager, you own the condition, safety, and regulatory compliance of every building, vehicle, and acre on our campus.

Facilities & Building Maintenance

• Own the overall condition, safety, and appearance of all buildings, living areas, grounds, and campus infrastructure.
• Build and run a preventive maintenance program covering HVAC, boiler, electrical, plumbing, mechanical, roofing, and life-safety systems.
• Diagnose issues and complete appropriate in-house repairs; scope and oversee larger repairs performed by licensed contractors.
• Manage work orders and maintenance requests so issues are documented, prioritized, and closed out.
• Serve as project lead on renovations and capital improvement projects, from bid through permits, inspections, and final walkthrough.

Safety, Compliance & Inspections

• Ensure all buildings and living areas meet licensing, fire, health, and regulatory requirements at all times.
• Serve as the primary point of contact for licensing and regulatory inspections, respond to findings, and drive corrective actions to completion.
• Maintain and test life-safety systems, including fire alarms, extinguishers, emergency lighting, and egress routes.
• Train staff on safety procedures and safe use of tools and equipment.
• Maintain emergency preparedness plans and manage waste disposal and hazardous materials handling.

Vendor, Contract & Budget Management

• Select, schedule, and manage contractors and service vendors; leverage available organizational resources, including the Board of Directors, volunteers, and donors, to identify qualified providers, solicit competitive bids, and support facility projects.
• Negotiate pricing and service agreements, verify licensing and insurance, and hold vendors accountable to scope, schedule, and quality.
• Develop and manage the annual facilities budget and build a multi-year capital and equipment replacement plan.
• Make purchasing decisions within established authority and identify opportunities to reduce cost, energy use, and deferred maintenance.

Team, Fleet & Grounds

• Supervise the Janitor position and direct the work of seasonal and contract labor.
• Manage the vehicle fleet, ensuring scheduled maintenance, cleanliness, current records, and safe operating condition.
• Oversee grounds, landscaping, snow and ice removal, and seasonal campus preparation.
• Manage the system for feeding, housing, and care of campus livestock.
• Serve as the on-call contact for after-hours facilities emergencies.

What We Are Looking For

• Five years of progressively responsible experience in facilities management, building maintenance, property maintenance, construction, or the building trades.
• Demonstrated ability to independently troubleshoot, maintain, and complete in-house repairs on HVAC, boiler, electrical, plumbing, and mechanical systems, while accurately scoping specialized work and overseeing contractor performance when outside expertise is required.
• Experience managing budgets, obtaining bids, and managing vendors and contracts.
• Knowledge of building, fire, health, and safety codes, including OSHA standards.
• Supervisory or lead experience: assigning work, setting expectations, and coaching.
• Project management and organizational skills, with the ability to juggle multiple priorities.
• Computer proficiency with Microsoft Office.
• Professional written and verbal communication skills.
• Willingness to learn the safe handling and care of farm animals.
• Ability to work effectively in a trauma-informed setting serving youth with significant behavioral and emotional needs.
• Must be at least 21 years old.

Requirements

Education and Experience

• Associate or bachelor's degree, or journeyman's card, in a related field such as facilities management, engineering, construction, building trades, or machine maintenance.
• An equivalent combination of education and directly related experience will be considered.
• Two years of supervisory or lead experience preferred.
• Experience in a licensed, regulated, or inspected facility, such as residential care, healthcare, education, schools, or hospitality, is a strong plus.
• Experience with livestock, farm, or ranch operations preferred.

Requirements

• Valid driver's license, proof of current automobile insurance, and a clean driving record; must be insurable through MSBR.
• Fingerprint clearance through Federal and State agencies and a criminal history background check.
• TB test.
• First Aid/CPR certification, or ability to obtain upon hire.
• Ability to lift and carry up to 50 lbs. frequently and up to or exceeding 75 lbs. occasionally, and to work outdoors in all weather conditions.
