Job summary

El Paso County is seeking a Groundskeeper to perform day-to-day maintenance in county parks, golf courses, and surrounding areas. You will handle landscaping, irrigation, equipment operation, and facilities upkeep to support events and public spaces.

The role requires at least one year in grounds and turf maintenance, plus a Texas driver’s license. You’ll contribute to a safe, clean, and well‑managed park environment and participate in training for leadership and safety.

Qualifications

  • High school graduation, or its equivalent, plus at least one year experience in grounds and turf maintenance.
  • Or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

Responsibilities

  • Performs routine preventative and regular maintenance on equipment and facilities including landscaping, irrigation, painting, fencing, and related work.
  • Inspects equipment and facilities regularly to ensure proper maintenance.
  • Performs routine construction repairs to facilities, golf paths, roads, fences, and related areas.
  • Maintains and cleans restrooms; restocks supplies.
  • Mows, irrigates, fertilizes, tests soil, and maintains turf and plantings.
  • Operates trucks, mowers, and other mechanical equipment as needed.
  • Leads daily trash collections and ensures parks are free of debris.
  • Trains and mentors less experienced workers; participates in safety training.

Certificates And Licenses Required

Must have or obtain by date of hire Texas driver's license applicable to job responsibilities, with a driving record acceptable to the County of El Paso.

Typical Duties
Essential Duties
  • Performs routine preventative and regular maintenance on equipment and facilities which may include landscaping, electrical, carpentry, mechanical, plumbing, irrigation, mechanical, painting, rock masonry, cement work, chain link fence repairing, and maintaining swimming pools;
  • Inspects equipment and facilities on a regular basis to ensure proper maintenance;
  • Performs routine construction repairs, which may include facilities, golf paths, roads, fences, clubhouse, picnic area, shelters, water fountains, lakes/ponds, bridges, and minor repairs on equipment;
  • Paints interior/exterior of facilities;
  • Prepares fields for seeding, fertilizing, and numerous sporting events;
  • Maintains water jugs for use by public;
  • Assists with the preparation for special events such as tree lighting, concerts, and sports tournaments;
  • Maintains restrooms in a clean and sanitary manner; restocks restroom supplies;
  • Maintains shop area clean and orderly;
  • Maintains sprinkler system and water pumps, including installing, repairing, and replacing as needed;
  • Mows, irrigates, fertilizes, tests soil, aerates, cultivates, trims trees, flowers, shrubs, and brush; plants trees and lays grass;
  • Removes weeds, dead trees, and brush;
  • Operates trucks, mowers, hand tools, and other mechanical equipment as needed;
  • Leads daily trash collections on a routine basis;
  • Ensures County lakes are free of trash/debris;
  • Applies pesticides and herbicides as directed;
  • Traps and disposes of small rodents;
  • Maintains and upkeeps designated signs;
  • Waters assigned areas using sprinklers, irrigation system, and water tanker;
  • Performs daily routine preventative maintenance on all vehicles and equipment;
  • Corrects any unsafe action, improper conduct, rule violation, and takes any necessary action by notifying chain of command of any incident, safety hazard or equipment failure;
  • Maintains logs, material logs and equipment inventory;
  • Picks up parts and supplies as directed;
  • Commits self to providing excellent customer service and demonstrate commitment through cooperative team and individual efforts; and
  • Creates a high quality work culture through participation in and emphasis on training and mentoring to develop leadership, management, and technical skills in self and all employees, including safety related training and skills.
Other Important Duties
  • Performs such other related duties as may be assigned.
  • Maintains a safe and healthy work place environment.
  • As members of the County of El Paso Emergency Response System, all El Paso County employees are designated as Disaster Service Workers during a proclaimed emergency and may be required to train on emergency response and/or perform certain emergency services at the direction of their supervisor.
Job Summary

The Groundskeeper performs day-to-day general maintenance duties as assigned. The incumbent provides general maintenance in El Paso County parks, golf course and surroundings areas.

Minimum Requirements: Knowledge, Skills, and Abilities

Basic knowledge of: General construction and maintenance materials; procedures, and equipment with particular reference to parks and golf courses; operation of various types of mowers, pesticide sprayers and related equipment; tools used in building construction and maintenance; safe work practices. plumbing, electrical, mechanical, carpentry and painting; techniques for effective interpersonal communications, landscaping and turf management; maintenance and safe use of hand tools and other equipment used to perform duties.

Skill/Ability to: operate all equipment, machinery, tools; understand and carry out oral and written instructions; read and interpret documents such as rules, operating and maintenance instructions, and procedure manuals; perform heavy manual labor; assist and train less experienced workers; correct unsafe or improper conduct and rule violations; read and write English; establish and maintain effective and cooperative working relationships with those contacted in the course of work.

Organizational Relationships

Reports to: Grounds keeping Superintendent.

Directs: This is a non-supervisory position.

Other: Has frequent contact with public and other county employees.

HOLIDAYS

16 holidays per year as recognized.

VACATION

Accruals are credited on a biweekly basis and available for use as it is accrued after 6 months of continuous service. Year to year carry‑over accruals are limited to twice the employee's annual rate. Part‑time employees accrue vacation at half the rate of full‑time employees.

10 days (1 through less than 5 years of service)

15 days (5 through less than 15 years of service)

20 days (15 years of service or over)

SICK LEAVE

Accruals are credited on a biweekly basis and available for use as it is accrued after 3 months of full time service. Employees accrue 15 days of sick leave per year.

MISCELLANEOUS PAID LEAVES

Military Leave – 15 days of paid leave per fiscal year for active military service

Bereavement Leave – 3 days of paid leave for the death of an immediate family members and 4 hours for other family members and friends.

RETIREMENT

Retirement benefits are provided by the Texas County and District Retirement Fund (TCDRS). Regular employees become a member of TCDRS upon hire. All regular employees are required to contribute 7% to the retirement fund and the County matches 250% upon eligible retirements.

Deferred Compensation

Employees may defer earnings, on a pre‑tax basis, into a 457 deferred compensation program. This is an optional program.

LIFE INSURANCE

Full‑time County employees are provided a basic life insurance benefit of $10,000 life insurance at no cost. Supplemental coverage is available for additional fees.

LONG-TERM DISABILITY

The Long‑Term disability program provides 60% of the employees' income when the employee becomes disabled because of an illness, injury or accident for a period above 90 days.

SHORT-TERM DISABILITY

The Short‑Term disability program provides 60% of the employees' income when the employee becomes disabled because of an illness, injury or accident for a period shorter than 90 days.

RETIREE HEALTH INSURANCE

Employees who retire from the County are eligible to continue Health Insurance at the rate set by the El Paso County Risk Pool Board.

EMPLOYEE ASSISTANCE PROGRAM

Employees are enrolled in an Employee Assistance Program that provides a variety of counseling services.

SECTION 125 MEDICAL & DEPENDENT CARE PROGRAM

The section 125 program is optional for employees and provides a method to pay medical and dependent care expenses on a pre‑tax basis.

HEALTHY LIFESTYLE REIMBURSEMENT

Reimbursement of $15 per month for 6 months of continuous gym usage.

EDUCATIONAL ASSISTANCE PROGRAM (EdAP)

Reimbursement up to $2000 per calendar year for eligible education expenses.

EMPLOYEE FITNESS AND WELLNESS CENTER

The Employee Fitness and Wellness Center opened in October 2021 at the County Courthouse. The cost is $5 per employee per month.
