The City of Maitland is seeking a Working Supervisor for Facilities Maintenance to oversee semi-skilled and skilled trades, maintenance planning, and budget administration. PURPOSE OF POSITION

Working supervisor position that performs semi-skilled, skilled, and technical maintenance/administrative work in maintaining the facilities of the City. Works under the general direction of the Public Works Director or assigned designee.

This position is considered an emergency/disaster position. During emergency conditions, all City employees are automatically considered emergency service workers. City employees are subject to being called to work in the event of a disaster, such as a hurricane, or other emergency situation, which requires that the employee be ready, willing, and able to report to work during emergencies and/or disasters of any kind, notwithstanding any other commitments the employee may have and be able perform emergency services duties, as assigned.

MINIMUM QUALIFICATIONS
  • High School diploma or equivalent. Five (5) or more years of progressively responsible experience in building construction and general maintenance or other maintenance responsibilities that would include the ability to recognize electrical, plumbing, and mechanical malfunctions or equipment failures, or an equivalent combination of related training and experience. Minimum of three (3) years of supervisory experience.
  • Must also possess the National Incident Management System (NIMS) IS-700 within 30 days of employment and the IC-100 and IC-200 within 90 days of employment or from the date of taking the position. There may be additional NIMS required, which will be scheduled by your Supervisor.
  • Must possess the Cyber Security Awareness Training for State of Florida Employees within 30 days of employment and maintain it every year thereafter per state statute 282.318(4)(i).
  • Must possess the Criminal Justice Security Awareness Training within 30 days of employment and maintain it every year thereafter.
  • Possess a valid Florida Driver's License. Must pass an annual criminal background check, to include but not limited to fingerprinting.

Coordinates and supervises the City's Facilities Maintenance Division operations, including, but not limited to, employee work schedules and ensures completion of work; custodial services, and the coordination of repair/replacement for all City owned buildings, structures and associated property.

Coordinates and/or conducts special studies and surveys of operational and administrative problems of major importance; analyzes findings and recommends solutions; completes reports of findings; participates in the development of both short- and long-term planning of Capital Improvement Projects. This includes maintenance and repair of City buildings and facility structures.

Assists in preparing and submission of the department’s annual operating budgets, to include monthly/quarterly performance measures and other related documents. Monitors departmental expenditures and prepares required reports and summaries.

Oversee accurate inventory of facilities and equipment in the work order management system.

Develop and implement preventative maintenance programs.

Conduct inspections, ensuring timely completion of maintenance, repair and construction tasks.

Supervise facility maintenance personnel, including instructing, assigning, and reviewing work; maintaining work standards; and coordinating activities.

Inspect work in progress and upon completion, making modifications or corrections as needed.

Develops, administers, and analyzes annual operating budget and makes recommendations for future budget projected needs. This includes the projected need for manpower, equipment and materials.

Prepare, review, and manage various records and reports, including maintenance logs, work schedules, and inspection summaries.

Maintain high standards of accuracy and communication with internal and external stakeholders.

Maintains high standards of accuracy in exercising duties and responsibilities.

Exercises immediate remedial action to correct any quality deficiencies that occur in areas of responsibility.

Maintains high quality communication and interaction with internal and external entities with whom the position interacts.

Performs described Essential Functions and related assignments efficiently and effectively in order to produce quantity of work which consistently meets established standards and expectations.

Reads and interprets gauges, blueprints, technical manuals, and construction drawings.

Responds to facility alarms.

Responds to citizen inquires and complaints regarding City services under the areas of responsibilities of the Maintenance Division.

Evaluates work performed by assigned staff and contracted services. Assists in the evaluation and selection of new employees.

Will maintain availability for irregular or occasional work on a day when no work is scheduled, or at a time which requires the employee to return to the place of employment from an off-duty status.

  • Proficient skill and knowledge in the operation of modern office equipment, computers, and software including considerable knowledge of Microsoft Office applications (Word, Excel, Outlook, etc.) and other specialized applications. Working knowledge of office automation with proficiency in data entry.
  • Ability to train and instruct employees on departmental policies, procedures, and safety practices.
  • Analytical and problem-solving skills to identify and address issues effectively.
  • Skill in operation of listed tools and equipment.
  • Ability to operate and maintain effective preventive maintenance programs, policies and procedures; Ability to carry out assigned projects to their completion; Ability to communicate effectively verbally and in writing; Ability to establish and maintain effective working relationships with employees, supervisors, contractors and residents.
