Job description

Facilities Director

The Village of Downers Grove is seeking a progressive, results-oriented leader to serve as the Facilities Director. The Facilities Director will be charged with successfully implementing the Village's vision for facilities, which includes:

  • Financial & Operational Excellence:Facilities and grounds must be expertly maintained in a financially sustainable manner that reduces the lifetime cost of ownership and provides a safe, professional, and comfortable working environment.
  • Environmental Sustainability:Maintenance operations and initiatives must actively reflect and advance the Village's broader environmental sustainability goals.
  • Exceptional Standards of Beautification and Cleanliness:Facilities and grounds must be visually pleasing and of an enduring design. All facilities must be maintained in a clean, comfortable, and welcoming environment for all. Any project or improvement constructed or installed by the Village, large or small, should consist of a high-quality design aesthetic.
  • Community Pride:By adhering to a predetermined, high standard of service and quality, the upkeep of our facilities and grounds will instill a deep sense of pride in both Downers Grove residents and Village employees.

Primary responsibilities include managing a comprehensive municipal portfolio of approximately 500,000 square feet across the Village's primary facilities. Major facilities include the Civic Center (combined Village Hall and Police Station), Public Works facility, four fire stations (one that includes fire administration offices) two train stations, a fleet maintenance facility and a public parking deck. This role oversees all capital planning and improvements, preventive maintenance, energy management, and custodial operations for these facilities and the surrounding grounds.

The ideal candidate blends technical expertise in commercial MEP (mechanical, electrical, and plumbing) systems with executive-level budget management and strategic vision. We are looking for a dynamic leader capable of communicating this vision for facility management to all direct reports and staff, while instilling a strong sense of urgency and commitment to achieving these objectives.

Major Duties and Functions:
  • Strategic Capital Planning: Develop and execute a rolling 5 to 10 year Capital Improvement Plan (CIP) for municipal facilities, prioritizing structural integrity, space utilization, and deferred maintenance.
  • Operations & Maintenance: Oversee the daily maintenance, repair, cleaning, security and functionality of all municipal structures, ensuring compliance with OSHA, ADA, and local building codes.
  • Sustainability & Energy Management: Identify and implement energy-efficiency initiatives and green building practices to reduce the municipality's carbon footprint and operational utility costs, based on the Village's Environmental Sustainability Plan.
  • Contract & Project Management: Prepare RFPs, negotiate vendor contracts, and provide owner-representative oversight on major municipal renovation and construction projects.
  • Fiscal & Personnel Leadership: Manage an annual budget of approximately $2 million; lead, mentor, and evaluate the maintenance and custodial staff and specialized contractors.
Knowledge, Skills, and Abilities Required:
  • Strong proficiency in Building Automation Systems (BAS), Computerized Maintenance Management Systems (CMMS), and asset management software.
  • Deep familiarity with Illinois building codes, IDOL (Illinois Department of Labor) safety regulations, and public bidding/procurement laws (e.g., Illinois Prevailing Wage Act).
Minimum Qualifications:

Education and Experience: Bachelor's degree in Facilities Management, Engineering, Construction Management, Public Administration, or a closely related field, along with a minimum of 7-10 years of progressive commercial or public-sector facility management experience, with at least 3-5 years in a supervisory or executive capacity.

Licenses and Certifications:

Certified Facility Manager (CFM) preferred.

Salary and Benefits:

The full salary range for the exempt position is $137,125 - $188,546. The Village provides an excellent benefits package, including health, dental, vision, and life insurance, as well as participation in the Illinois Municipal Retirement Fund (IMRF).Review the Benefits Summary for additional details.
