Job summary

KEMBA Financial Credit Union Inc. is seeking a Facilities Capital Projects Specialist to provide project management support for branch and corporate site improvements, renovations, and new construction.

You will help prepare plans, coordinate bids, track progress, and ensure compliance with codes and standards. The role requires strong communication, budgeting and scheduling skills, plus the ability to manage multiple projects across locations.

Qualifications

  • Minimum of five years of experience in managing projects related to facilities, construction, maintenance or equivalent.
  • Ability to multi-task in a fast-paced environment (handle multiple projects at same time).
  • Effective communication and negotiation skills.
  • Strong planning and problem-solving skills.
  • General knowledge of construction and HVAC systems.
  • Read and interpret construction documents, blueprints, plans and specifications.
  • Applicable local, State and federal laws, codes, ordinances, regulations, policies and procedures.
  • Construction industry practices and procedures, including cost estimating, project scheduling, and project management.
  • Methods, materials, and equipment used in the construction industry, in the construction, repair, and remodeling of facilities.
  • Principles and techniques of project budget development and control.
  • Contract management principles including bid preparation and evaluation, contract negotiation and contract administration.
  • Operation of a computer and assigned software.

Responsibilities

  • Reviews plan, estimate, and schedule work assignments on site improvements and new construction projects.
  • Assists in developing formal project specifications for bid purposes and reviews bid specifications.
  • Solicits and reviews proposals from contractors and vendors.
  • Coordinates and submits payment applications for projects in line with policy.
  • Monitors project progress and schedules; maintains records.
  • Coordinates site visits, pre-bid conferences, and job meetings as required.
  • Supports pre-qualification and post-bid activities.
  • Ensures contract compliance and progress reporting to Facilities Manager.
  • Maintains communication with site Administrators and District personnel.
  • Performs field visits and progress reports; maintains vendor relations.

Job description

Title: Facilities Capital Projects Specialist

Reports to: Facilities Manager & Physical Security Officer

Status: Exempt

Objective

The Facilities Capital Projects Specialist provides technical and construction project management support services in connection with branch and corporate site improvements, modification of facilities, and new construction projects. The Capital Projects Specialist assists in the preparation and review of project plans and specifications, coordinates, inspects projects, and prepares all documentation required for the successful completion of projects.

Duties and Responsibilities
  • Reviews plan, estimate, and schedule work assignments on KEMBA site improvements, modification of facilities, and/or new construction projects
  • Assists in the development of formal project specifications for bid purposes and review bid specifications to ensures their thoroughness and accuracy in relation to approved plans
  • Confers with prospective contractors and solicit formal and informal bids; solicit and review proposals
  • Coordinates and submit payment applications for projects to assure the timely payment of work completed according to established policies and procedures
  • Monitors and ensures timely and appropriate development of projects and project schedules
  • Coordinates site visits and pre-bid, pre-construction conferences, and attend job meetings as required
  • Assists with pre-qualification and post-bid requirements
  • Assists with monitoring construction contract compliance
  • Prepares reports, maintains project records, and ensures compliance with current standards, codes and ordinances
  • Coordinates and maintains communication and cooperative working relationships with site Administrators and other District personnel
  • Performs periodic field visits and provide progress reports to the Facilities Manager
  • Maintains effective business relations with vendors, contractors, and trade professionals
  • Maintains effective communication and coordination with credit union staff and management
    • Assists and supports branches and departments as needed
    • Provides recommendations to improve productivity and ensures quality while maintaining budget requirements
  • Assumes responsibility for other duties as required or assigned
    • Completes special projects as required
    • Ensures work area is clean, secure, and well maintained
    • Attends certified training sessions as needed
  • Performs all duties in a manner that is fully compliant with applicable industry regulations as well as KEMBA policy and procedures
  • On a self-direct basis, continues to improve individual level of competency through training and certification on established educational programs
  • Relates to others beyond giving and receiving instructions
    • Communicates with coworkers or peers without exhibiting behavioral extremes
    • Performs work activities requiring negotiating, instructing, supervising, persuading, or speaking with others
