SUMMARY

At the direction of the Senior Administrative Officer, the Senior Director of Capital Planning & Facilities provides strategic leadership for the planning, development, operation, maintenance, and long-term stewardship of the bank's physical assets, including branches, administrative offices, operations facilities, and other real estate and facility investments.

The position develops and maintains the bank's multi-year capital plan and directs construction, expansion, renovation, relocation, consolidation, and major facility improvement initiatives across the organization. As the bank's primary owner representative for capital projects, the Senior Director oversees projects from business case development and budgeting through design, construction, occupancy, and closeout.

In addition, the position provides leadership and oversight for facilities management functions, including maintenance operations, asset lifecycle planning, vendor management, occupancy planning, facility standards, and environmental sustainability initiatives. The Senior Director of Capital Planning & Facilities Management ensures the bank's existing facilities remain safe, efficient, reliable, and aligned with the bank’s strategic objectives.

ESSENTIAL DUTIES

  • Develop, maintain, and present the Bank's multi-year capital plan for branches, administrative facilities, major building systems, and other significant physical asset investments.
  • Partner with Executive Management and business leaders to prioritize capital investments and align projects with strategic, operational, market, and financial objectives.
  • Develop business cases, feasibility analyses, conceptual budgets, schedules, risk assessments, and investment recommendations for proposed capital initiatives.
  • Monitor and manage the capital project portfolio, adjusting priorities based on business needs, asset conditions, customer impact, risk, cost, and resource availability.
  • Establish and maintain project governance standards, approval processes, documentation requirements, and executive reporting practices.
  • Evaluate facility needs related to new locations, renovations, expansions, relocations, consolidations, acquisitions, dispositions, and market growth initiatives.
  • Lead site selection, property due diligence, and facility assessments associated with leased properties, purchases, mergers, acquisitions, and expansion opportunities.
  • Utilize facility condition, space utilization, security requirements, customer accessibility, and asset lifecycle data to support capital planning and investment decisions.
  • Develop and maintain facility, design, construction, and finish standards that promote brand consistency, operational efficiency, security, accessibility, and customer experience.
  • Direct the planning, design, construction, renovation, relocation, consolidation, and implementation of capital improvement projects across the organization.
  • Define project scope, objectives, budgets, schedules, quality standards, deliverables, stakeholder responsibilities, and success measures.
  • Oversee all phases of project delivery, including programming, design, permitting, construction, commissioning, occupancy, and project closeout.
  • Manage multiple concurrent projects across geographically dispersed locations while balancing cost, schedule, quality, operational impact, and risk.
  • Prepare and manage annual capital budgets, multi-year expenditure forecasts, project cash-flow projections, and funding requirements.
  • Monitor project commitments, expenditures, forecasts, contingencies, and variances, and implement corrective actions as needed.
  • Identify value-engineering opportunities and cost-saving measures while maintaining safety, security, functionality, quality, and long-term asset performance.
  • Develop procurement strategies and lead the selection, contracting, and performance management of architects, engineers, consultants, contractors, and other vendors.
  • Partner with Legal, Finance, Risk Management, Vendor Management, and other stakeholders to ensure contractual, regulatory, security, insurance, and performance requirements are met.
  • Serve as the Bank's owner representative throughout project delivery, leading project meetings, conducting site visits, resolving issues, and ensuring successful execution.
  • Oversee inspections, testing, commissioning, occupancy approvals, warranty administration, and confirmation that completed work meets approved standards and operational requirements.
  • Provide strategic leadership and oversight for Facilities Management, including maintenance operations, vendor management, asset lifecycle planning, workplace services, sustainability initiatives, and space utilization.
  • Direct and support Facilities Management leadership in establishing priorities, performance expectations, resource allocation, succession planning, and long-term facility strategies.
  • Ensure the Bank's facilities are maintained in a safe, reliable, efficient, and cost-effective manner that supports employees, customers, and business operations.
  • Review facility condition assessments, maintenance trends, operational risks, and replacement needs, incorporating findings into capital planning and investment recommendations.
  • Collaborate with business partners and control functions to coordinate projects, minimize operational disruption, and ensure continuity of critical services.
  • Provide executive and committee reporting on project and portfolio performance, including scope, schedule, budget, risks, dependencies, and key decisions.
  • Ensure compliance with applicable building codes, accessibility standards, environmental requirements, permits, zoning regulations, and other legal, regulatory, and organizational requirements.
  • Identify, assess, and manage project, operational, compliance, security, third-party, business continuity, and reputational risks, while supporting audits, examinations, insurance reviews, and regulatory inquiries.
  • Set performance goals, conduct regular performance evaluations, and provide consistent, constructive feedback to direct reports.
  • Assume responsibility for additional projects and tasks as assigned.

EDUCATION & CERTIFICATIONS

  • Bachelor’s degree in Construction or Facilities Management, Engineering, Architecture, Business Administration, a related field, or a commensurate combination of education and experience required.
  • A minimum of seven years of increasingly responsible experience in commercial construction, capital planning, facilities development, project management, or a related field required.
  • Direct experience leading complex capital initiatives and project portfolios, including long-range capital planning, budget development and oversight, expenditure management, and executive-level reporting.

MINIMUM REQUIREMENTS

  • Broad and in-depth knowledge of commercial construction, design and construction phases, project controls, procurement, contracting, and const management.
  • Strong knowledge of facilities management and operations, including asset lifecycle planning, maintenance strategy, building systems, workplace utilization, sustainability, and facility performance management.
  • Working knowledge of the security, privacy, operational resilience, internal control, and documentation expectations relevant to financial institutions.
  • Ability to evaluate capital plans, business cases, budgets, forecasts, contracts, and technical project documentation to support informed investment decisions and successful project execution.
  • Confident decision-making abilities and the skill to use sound judgment about the timing of choices; particularly the ability to make informed, responsible decisions with limited information or under considerable amounts of stress.
  • Strong critical-thinking skills and the ability to analyze potential project outcomes with the adaptability to redirect attention as needed to meet targets and deadlines.

ADDITIONAL QUALIFICATIONS

  • Master’s degree in Construction or Facilities Management, Engineering, Architecture, Business Administration, or a related field preferred.
  • Experience in banking, financial services, or another highly regulated, multi-site environment strongly preferred.
  • Experience reviewing and/or negotiating professional services agreements, construction contracts, change orders, leases, and vendor relationships preferred.
