Job summary

P17 Solutions seeks an experienced Financial / Program Manager to provide integrated financial and technical program support for FAA NAS modernization initiatives. The role is onsite at the William J. Hughes Technical Center, Egg Harbor Township, NJ, with hybrid elements.

Qualifications

Bachelor's degree or higher in finance, economics, business administration, systems engineering, aeronautics, or related.
Minimum 5 years of direct FAA or federal government program support experience, with demonstrated involvement in NAS automation programs, NextGen initiatives, or equivalent mission-critical aviation systems.
Minimum of 10 years in Program Management role
Demonstrated experience in cost estimation, financial analysis, or program financial management in a government contracting environment; experience with EVM, LCCEs, IGCEs, or JRC cost models preferred.
Experience with data analytics tools - SQL, Tableau, Power BI, Excel (advanced)
Demonstrated ability to manage multiple concurrent task orders or projects, coordinate cross-functional teams, and deliver work products on time and within budget.
Strong technical writing skills; proven ability to develop program plans, roadmaps, business cases, budget estimates, risk management analyses, and status reports.
Ability to obtain or maintain a U.S. Public Trust clearance; active clearance is a plus.

Responsibilities

Develop and maintain Life Cycle Cost Estimates (LCCEs), Independent Government Cost Estimates (IGCEs), and parametric cost models for NAS programs and contract actions.
Lead or support Earned Value Management (EVM) implementation, analysis, and reporting; review contractor CDRLs including PMRs and BMRs for financial accuracy.
Support budget formulation planning for FAA CIP programs.
Conduct cost and schedule excursion analyses, financial performance assessments, and variance reporting for leadership and Contracting Officers.
Provide CLIN management, contract financial tracking, and management of non-prime contractor resources across multiple task orders.
Support technical program management activities for FAA NAS programs (TAMR, STARS, TFDM, DataComm, NextGen R&D, UAM/AAM).
Monitor contractor performance against WBS; identify risks, interdependencies, and schedule impacts.
Coordinate development of program plans, acquisition strategies, roadmaps, and business cases for FAA investments.
Engage with FAA offices, prime/subcontractors; facilitate meetings and cross-functional alignment.
Lead and mentor junior staff in TM/technical lead roles; manage day-to-day direction.
Produce program documentation and present findings to FAA groups and leadership.
Assist with ConOps and NextGen integration planning and related stakeholder docs.
Maintain data integrating cost, schedule, and program data from FAA systems; apply SQL-based queries and reporting for cost analysis, EVM, and reconciliation.
Develop automated reporting tools and data pipelines for executive consumption.
