Job description

The Resource Management Agency is seeking an Extra Help GIS Analyst I to support GIS activities for the Public Works and Planning branches. This in an entry level class. The incumbent will be responsible to establish standards and procedures for creating and maintaining map data that can be incorporated throughout the County; integrate graphical map data from various sources into the Tulare County GIS project; and to maintain spatial databases.

Applications will be reviewed by Tulare County Human Resources & Development. As extra help positions become available, County departments with the job openings select the most qualified and appropriate applicant for the position available. The number of hours and duration of employment varies by each assignment. Extra help employees may work in a variety of County departments in locations throughout the geographic county area.

Extra help employees may not work more than 1,559 hours in any fiscal year from July to June. An extra help employee who mistakenly works in excess of 1,559 hours in a fiscal year does not become a probationary or regular employee. Applications will be active for six months.   • Integrate electronic map data imported from outside sources with in-house data.
  • Identify and tag graphic components of GIS with attributes.

Minimum qualifications are used as a guide for establishing the education, training, experience, special skills and/or license which are required and equivalent to the following.

Education:
  • Equivalent to a Bachelor's degree from an accredited college or university with coursework in civil engineering, surveying, drafting, geography, computer science or systems analysis.
Experience:
  • One (1) year of responsible experience in surveying, drafting, computer systems support, computer programming, systems analysis and/or data management.
Knowledge of:
  • Legal documents and descriptions
  • Basic drafting and design practices
  • File structures for spatial and attribute data.
  • Database and teleprocessing programming techniques.
  • Computer equipment and its use.
  • Various types of software applications, such as word processing, spreadsheet, AutoCAD, ArcView, ArcInfo.
  • Terminology and nomenclature relevant to geographic information systems surveying.
  • Mapping.
  • Computer-aided drafting and design (CADD) and computer science.
Skill/Ability to:
  • Use of personal computers and peripheral devices, such as printers, plotters, and scanners.
  • Read and interpret maps of all types including governmental sectional surveys.
  • Read and interpret aerial photos.
  • Use mapping and drafting symbols correctly.
  • Read and understand technical material such as computer manuals.
  • Read and understand contract specifications, engineering blueprints, maps and project plans.
  • Prepare drawings on a computer work station and operate scanners, plotters and printers.
  • Develop end-user applications using appropriate programming languages.
  • Follow verbal and written instructions and coordinate work and others.
  • Maintain effective working relationships with co-workers, other departments, state agencies and outside organizations.
  • Adjust to changes in work assignments.
  • Work independently and under pressure of meeting deadlines.
License or Certificate:
  • Possession of, or ability to obtain, an appropriate, valid California driver's license.
Conditions of Employment

Candidates selected may be required to pass a pre-employment drug and alcohol screening. Additionally, a background investigation may also be conducted, which may include a re-investigation every 10 years for some positions. An Employment Eligibility Verification using E-Verify may be required on the first day of employment for some positions. Some job classes may also require a physical exam.
