Job summary

Maricopa County Sheriff's Office in Phoenix is seeking an Extra-Duty/Off-Duty Employment Program Analyst. You will analyze and evaluate extra-duty and off-duty employment programs, perform compliance reviews, financial reconciliations, data reporting, and guidance, and develop recommendations for improved monitoring and accountability.

The role supports the Program Manager and intersects compliance, reporting, and operational support within law enforcement administration.

Qualifications

  • Bachelor’s degree in public administration, business administration, criminal justice, or related field.
  • Two years of program analysis, research, compliance monitoring, or related work.
  • Background check required prior to hiring.
  • Valid Arizona driver’s license or ability to obtain by time of hire.
  • Experience with scheduling platforms, audit protocols, and vendor contracts preferred.

Responsibilities

  • Analyzes vendor and internal program data for accuracy, timeliness, and IRS 1099 compliance.
  • Conducts complex professional research and creates analytical reports for program planning and development.
  • Reconciles vendor collections and remittance of County Vehicle Use Fees for accurate payments.
  • Generates reports tracking job fill rates, exemption usage, and hourly premium applications.

This position supports the Extra-Duty/Off Duty Employment Program Manager by performing compliance reviews, financial reconciliations, data reporting and guidance, and develops recommendations for improved monitoring and accountability in coordination with Office policy and vendor contracts. Position Qualifications

Experience with law enforcement systems and procurement reconciliation. Law enforcement experience in sworn, detention/custody, and/or civilian classifications.

Essential Job Tasks (This is not an all-inclusive list of all job duties that may be required; employees will be required to perform other related duties as assigned.)
  • Analyzes vendor and internal program data for accuracy, timeliness, and IRS 1099 compliance.
  • Conducts complex professional-level research and creates analytical reports to assist with program planning and development.
  • Assesses division needs and identifies and promotes continuous process improvement; recommends and implements approved updates.
  • Reconciles vendor collection and remittance of County Vehicle Use Fees to ensure accurate payments for vehicle usage.
  • Analysis and monitoring accurate clocking, shift overlap and breaks to identify potential patterns and address policy violations and emerging risks (e.g., assignment logs, clock-in/out times, hours, shift overlap, rest rule, or geolocation clock-in and/or clock-out entries).
  • Generates standard and complex reports to provide comprehensive statistical analysis to track and monitor job fill rates, exemption usage, and hourly premium application.
  • Assist in preparing response materials for internal audits.
  • Cross-checks insurance documentation and licensing renewals submitted by vendors.
  • Assess the effectiveness of Office processes to ensure equitable assignment of off-duty jobs by evaluating the off-duty policy for consistency with Office code of conduct standards relative to conflicts of interest, bias, and favoritism.
  • Ensured off duty awarding procedures are applied consistently with policy and practices and jobs are awarded randomly in accordance with policy.
  • Review the exemptions list to ensure all approvals serve a legitimate law enforcement need or public interest.
  • Documenting justifications and revoking any exemptions lacking valid rationale.
  • Identify any off-duty jobs that should be reassigned as on-duty Office managed security jobs.
  • Monitor and enforce compliance with leave-related limitations to ensure that off-duty privileges for employees on leave or modified duty from county work are restricted.
  • Supports the Program Manager in identifying potential patterns of vendor or employee noncompliance or outlier status.
  • Coordinating with division and/or district commands and facilitating inquiries into employee outlier status.
  • Ensures archival of all program-related logs and records in alignment with audit standards.
  • Coordinates with IT and vendors to validate data system functionality and report issues.
  • Assists lower-level staff with training support, reporting guidance, and process review.
  • Develop recommendations for improved monitoring and accountability.

Selection Procedure

The hiring authority will select the successful candidate based on departmental needs.
