The role supports the manager with compliance reviews, financial reconciliations, data reporting, and policy guidance in coordination with office contracts.

The position sits at the intersection of compliance review, program analysis, and operational support, requiring a bachelor's degree and 2 years of related experience.

Qualifications

Responsibilities

  • Analyzes vendor and internal program data for accuracy, timeliness, and IRS 1099 compliance.
  • Conducts complex professional-level research and creates analytical reports to assist with program planning and development.
  • Assesses division needs and identifies continuous process improvements and updates.
  • Reconciles vendor payments and ensures accurate vehicle use fees.
  • Monitor clocking, shift overlap and breaks to detect policy violations and risks.
  • Generate reports to track fill rates, exemption usage, and hourly premiums.
  • Assist in preparing materials for internal audits.
  • Cross-checks insurance documents and vendor licenses.
  • Evaluate off-duty policy for fairness and compliance with procedures.

The Extra-Duty/Off-Duty Employment Program Analyst is responsible for the analysis, research, and evaluation of MCSO's extra-duty and off-duty employment programs. This position supports the Extra-Duty/Off Duty Employment Program Manager by performing compliance reviews, financial reconciliations, data reporting and guidance, and develops recommendations for improved monitoring and accountability in coordination with Office policy and vendor contracts.

The position functions at the intersection of compliance review, reporting, program analysis, and operational support.

Position Qualifications

Education: Bachelor's degree in public administration, business administration, criminal justice, or related field

Experience: Two (2) years of experience in program analysis, research, compliance monitoring, or related work.

Combined Education and Experience Qualifications: Other combinations of education or professional-level experience may substitute for the minimum qualifications on a year-for-year basis.

Other requirements: Must possess a valid Arizona driver's license or have the ability to obtain by the time of hire.

Training that may be provided on-the-job: Safety; Payroll; PREA.

Prior to hiring, the Sheriff's Office requires that all candidates pass a background review.

Our Preferred Candidate has: Experience with scheduling platforms, audit protocols, financial reconciliations, and Arizona public safety employment regulations. Experience with law enforcement systems and procurement reconciliation. Law enforcement experience in sworn, detention/custody, and/or civilian classifications.

Essential Job Tasks
  • Analyzes vendor and internal program data for accuracy, timeliness, and IRS 1099 compliance.
  • Conducts complex professional-level research and creates analytical reports to assist with program planning and development.
  • Assesses division needs and identifies and promotes continuous process improvement; recommends and implements approved updates.
  • Reconciles vendor collection and remittance of County Vehicle Use Fees to ensure accurate payments for vehicle usage.
  • Analysis and monitoring accurate clocking, shift overlap and breaks to identify potential patterns and address policy violations and emerging risks (e.g., assignment logs, clock-in/out times, hours, shift overlap, rest rule, or geolocation clock-in and/or clock-out entries).
  • Generates standard and complex reports to provide comprehensive statistical analysis to track and monitor job fill rates, exemption usage, and hourly premium application.
  • Assist in preparing response materials for internal audits.
  • Cross-checks insurance documentation and licensing renewals submitted by vendors.
  • Assess the effectiveness of Office processes to ensure equitable assignment of off-duty jobs by evaluating the off-duty policy for consistency with Office code of conduct standards relative to conflicts of interest, bias, and favoritism. Ensured off duty awarding procedures are applied consistently with policy and practices and jobs are awarded randomly in accordance with policy.
