Position Overview:

The Expert Application Developer will provide expert-level Java development services , with a focus on designing, developing, enhancing, and supporting custom, scalable enterprise solutions for health benefit programs. This includes working with core technologies such as Java/J2EE, Angular, PostgreSQL, MongoDB , and Corticon Rules Engine , while adhering to architectural best practices and ensuring robust integration with business rules engines and external systems.

Key Responsibilities:

• Design and develop scalable Java-based enterprise applications and integration components.

• Provide architecture and design recommendations aligned with long-term enterprise IT strategy.

• Lead major enhancements and custom feature development for HBX systems.

• Utilize platforms like Angular, Java/J2EE, PostgreSQL, MongoDB , and Corticon Rules Engine.

• Develop programming standards, reusable components, and architecture best practices.

• Translate business and functional requirements into detailed technical designs and code.

• Conduct unit testing, integration testing, and support user acceptance testing (UAT).

• Perform code reviews, quality checks, and performance tuning.

• Collaborate across business, QA, PMO, and infrastructure teams.

• Maintain compliance with MHBE's security, change management, and project policies.

• Participate in technical reviews and lead project documentation efforts.

• Be available for overtime, off-hours, weekend, or holiday work as needed.

Mandatory Qualifications:

1. 8+ years of experience in enterprise-level IT application development and support.

2. 6+ years working with State-Based Marketplace (SBM) or healthcare/ACA systems.

3. 6+ years of Java development experience, including integration with business rules engines.

4. 4+ years of experience in a lead developer or team leadership role.

5. Proven experience with n-tier architecture , including UI, business logic, and data layers.

6. Strong experience with tools such as Eclipse IDE, GIT/SVN , and RESTful services.

7. Deep knowledge of SOA , web service internals, and Java design patterns.

8. Experience working in Agile environments.

9. Excellent collaboration skills with both technical and non-technical stakeholders.

10. Strong analytical, debugging, and documentation skills.

Desirable Qualifications:

1. 10+ years in Java application design and development for public-facing systems.

2. 8+ years using technologies including Spring, Struts, JPA, Hibernate, Web Services , and ESB.

3. 5+ years of front-end integration and collaboration with cross-functional teams.

4. 5+ years developing or maintaining complex applications for health exchanges or eligibility systems.

5. Strong database skills with PostgreSQL or other RDBMS, including advanced SQL.

6. Experience integrating with content management systems (CMS).

7. Sound understanding of software architecture patterns and design best practices.

8. Familiarity with project lifecycle methodologies and project management tools.

9. Proven ability to manage multiple priorities in high-demand environments.

10. Experience working within or alongside a Project Management Office (PMO).

Work Schedule & Location:

• Primarily remote, with occasional on-site work required in Maryland.

• Flexibility to work off-hours, weekends, and holidays as project needs arise.
