Job summary

KBR is seeking an Expediting Specialist to serve as the home-office expediting representative, coordinating with the China project teams and EPC contractors. The role ensures timely procurement, material delivery, and documentation across global centers to support the Lobito Refinery project.

The ideal candidate will communicate fluently in English and integrate with KBR’s worldwide resources, contributing to schedule integrity and compliance throughout procurement and construction phases.

Qualifications

  • Bachelor’s degree or equivalent experience required.
  • 7+ years of progressively responsible experience in expediting or procurement.
  • In lieu of degree, 15+ years of related experience.

Responsibilities

  • Oversee expediting work by EPC contractor’s procurement team and track major equipment and materials.
  • Ensure adherence to expediting requirements and use of approved vendors.
  • Coordinate with engineering to review and return technical documents.
  • Validate delivery schedules against project schedule and report gaps.
  • Monitor Material Control System for tracking from PO to field receipt.
  • Maintain PO files and project documentation.
  • Update expediting status reports using IPMS.
  • Use Documentum to manage supplier data and submittals.
  • Support construction by resolving issues related to overages or shortages.
  • Assist Accounts Payable with milestone verification and invoices.
  • Supervise expediting personnel and mentor team.
  • Collaborate with stakeholders to mitigate schedule risks.

Job description

Title

Expediting Specialist

KBR is providing Project Management Services encompassing Engineering, Procurement, Construction, and Commissioning phase execution supporting KBR’s client Sonangol’s multi-billion-dollar grass roots Lobito Refinery Project in Angola Africa. The Procurement for the Project will be performed by the Owner’s EPC Contractor in their three resource centers located in China and on site in Angola where practical.

The Expediting Specialist will be KBR’s home office Expediting representative along with KBR’s China Project Management assigned Team performing KBR’s contractual obligations to Owner. The candidate for this position will need to be fluent in Chinese and English, interface with KBR’s Home Office Center in Houston and other worldwide KBR Resource Centers during the EPC Project phases of execution.

Responsibilities
  • Oversight of the expediting work carried out by the EPC Contractor’s Procurement Team, including monitoring and tracking of major equipment, minor equipment and bulk materials per the terms and conditions of purchase order and maintain schedule.
  • Ensure EPC Contractor adheres to all expediting requirements and specifications included in the EPC Contract with Owner, this includes use of only approved vendors, inclusion of all guarantees and extended warranties required to meet the start-up, testing and operation period, logistics, quality assurance, progress measurement, records and reporting etc.
  • Review and analyze EPC’s supplier deliverables and coordinate with engineering teams to ensure the timely submission, review, and return of technical documents and drawings on a regular basis
  • Validate EPC’s Contractors material and equipment delivery schedules to Project schedule requirements and identify any gaps to KBR’s Project Controls and Project Management Teams for follow ups required
  • Monitor the EPC’s Contractors Material Control System to ensure that it properly tracks the location and status of all materials from purchase order to field receipt with proper storage
  • Maintain comprehensive purchase order files, documentation, and records to support project execution and compliance requirements.
  • Update and maintain expediting status reports using the Integrated Project Management System (IPMS) to provide accurate procurement and delivery status information.
  • Utilize Documentum to monitor, track, and manage supplier data, engineering documents, and drawing submittals throughout the project lifecycle.
  • Support construction teams by resolving issues related to overages, shortages, damaged materials, and quarantined equipment.
  • Assist Accounts Payable by verifying milestone completion and validating supplier invoices for payment processing.
  • Supervise and provide guidance to assigned expediting personnel, ensuring effective execution of procurement and material management activities.
  • Collaborate with project management, engineering, construction, suppliers, and other stakeholders to identify and mitigate schedule risks associated with procurement and material delivery.

The China based Projects Integrated Teams will work out of the Owner’s EPC Contractor’s main resource center located in Tianjin China for Engineering and Procurement phase execution and Construction/Commissioning planning
