Job summary

Dynamis, Inc. seeks an experienced Exercise Planner to lead and support CISA ISEB exercises, guided by HSEEP. Location: Dynamis HQ Falls Church, VA with Arlington client offices. Responsibilities span documentation, scenario design, and exercise execution.

Requirements include U.S. citizenship, 7+ years of HSEEP-aligned planning, and near-Arlington proximity. Salary range: $90,000–$120,000 for this on-site role.

Qualifications

• U.S. Citizenship is required and must be able to obtain and maintain client suitability.
• Minimum of 7 years’ experience in designing, planning and executing HSEEP-aligned exercises, including Full-Scale Exercises (FSEs).
• In lieu of a Bachelor’s degree, 10 years of experience, with at least 5 years in HSEEP-aligned or DoD comparable exercises, to include FSEs.
• Knowledgeable in all applicable HSEEP exercise types.
• Experience with the design, facilitation, and execution of discussion- and operations-based exercises, including TTXs, Functionals, and FSEs.
• Located within 50 miles of Arlington, VA.

• Lead initial development of all required exercise documentation
• Facilitate discussion-based exercises when required
• Support the planning and design of operational exercises, specifically FSEs, to include serving as an exercise controller for key exercise functions
• Supervise and review work conducted by more junior contract personnel
• Assist in the development of strategic reports and standard operating procedures
• Respond to Executive Secretariat Tasks as needed
• Assist with exercise scheduling and staffing as needed
• Assist with meeting support

Job description

Dynamis is seeking an experienced Exercise Planner to lead and support exercise planning, conduct, and evaluation for the Cybersecurity and Infrastructure Security Agency’s (CISA) Exercises Subdivision’s Infrastructure Security Exercise Branch (ISEB). Dynamis provides full-spectrum exercise support services to CISA Exercises in accordance with Homeland Security Exercise and Evaluation Program (HSEEP) guidelines for discussion- and operations-based exercises addressing all-hazards threat scenarios for critical infrastructure owners and operators. While the focus of the Infrastructure Security Exercise Support Services contract is to conduct exercises to test and validate plans and capabilities against physical security and natural hazard threats to critical infrastructure, Dynamis also supports exercises demonstrating the interplay of cybersecurity and physical security as they relate to critical infrastructure as well as the National Cyber Exercise Program (NCEP).

Location: Dynamis HQ in Falls Church, VA and client offices in Arlington, VA.

Requirements:

• U.S. Citizenship (must be able to obtain and maintain client suitability)
• Minimum of 7 years’ experience in designing, planning and executing HSEEP -a ligned, Joint Exercise Lifecycle, or other Federally recognized exercise planning doctrine exercises, including the design and execution of operational exercises, specifically Full-Scale Exercises (FSEs)
• In lieu of a Bachelor’s degree, 1 0 years of experience, of which a minimum of 5 years must be specialized in the designing, planning and executing HSEEP-aligned or Department of Defense comparable exercises, to include the design and execution of operational exercises specifically FSEs
• Knowledgeable in all applicable HSEEP exercise types
• Experience with the design, facilitation, and execution of both discussion - and operations-based exercises, specifically Tabletop Exercises (TTXs) , Functionals, and FSEs
• Located within 50 miles of Arlington, VA

• DHS/CISA suitability

• Knowledge of the CISA mission and organization
• Experience as an emergency manager, first responder, or similar field
• Experience with critical infrastructure owners and/or operators

Salary range: $90,000-120,000

The salary range for this position represents the anticipated hiring range. Actual compensation will be determined based on factors such as relevant experience, skills, education, certifications, and potential contract funding.
