Job summary

Cadmus Group seeks professionals to support homeland security exercise programs for public and private clients. Responsibilities include design, execution, and evaluation of exercises across terrorism, cybersecurity, and disasters, with policy analysis and strategic planning as possible components.

Qualifications

• Bachelor’s degree in emergency management, homeland security, public policy, or related field.
• Minimum of five years of professional experience in exercise planning, emergency management, or homeland security.

What You’ll Be Doing

Cadmus seeks candidates to support upcoming homeland security exercises programs for both public and private sector clients, partners, and stakeholders. Successful candidates will support the design, execution, and evaluation of homeland security exercise programs covering a range of hazards, including terrorism, cybersecurity, and natural disasters. Candidates may also support policy assessment and analysis, policy research, professional writing, and/or strategic planning in the homeland security or public policy fields. Some domestic travel is likely required for this position.

Responsibilities

• Independently support the planning, design, conduct, and evaluation of HSEEP exercises.
• Lead assigned exercise planning workstreams and coordinate activities with project staff, clients, subject‑matter experts, and participating organizations.
• Support the development of exercise objectives, scenarios, planning meeting materials, Situation Manuals, Exercise Plans, facilitator guides, evaluation materials, and After‑Action Reports and Improvement Plans.
• Support planning meetings, working sessions, and portions of discussion‑based exercises involving government and private‑sector stakeholders.
• Conduct research and analysis involving homeland security, cybersecurity, emergency management, and critical infrastructure risks.
• Translate technical or policy information into clear, audience‑appropriate exercise materials, reports, presentations, and briefings.
• Coordinate exercise logistics, participant communications, document reviews, meeting records, and action‑item tracking.
• Analyze evaluator observations and participant feedback to identify findings, corrective actions, and opportunities for improvement.
• Review products for accuracy, completeness, formatting, and compliance with project requirements.
• Manage assigned tasks and deliverables to established schedules and promptly communicate risks or dependencies to project leadership.

Qualifications

• Bachelor’s degree from an accredited institution in emergency management, homeland security, national security, public policy, political science, cybersecurity, or a related field.
• Minimum of at least five (5) years of professional experience, with relevant professional supporting projects related to exercise planning, emergency management, homeland security, cybersecurity, critical infrastructure, or a related field; preference given to those with experience in homeland security, emergency management, and exercises.
• Working knowledge of HSEEP principles, processes, terminology, and documentation.
• Experience coordinating with multidisciplinary teams and government or private‑sector stakeholders.
• Strong research, analytical, writing, and presentation skills.
• Ability to independently manage assignments and produce client‑ready deliverables.
• Strong quality‑control skills and attention to detail.
• Proficiency with Microsoft Word, PowerPoint, Excel, Outlook, and Teams.
• Ability to travel domestically as required.
• U.S. Citizen with ability to earn a favorable Public Trust clearance and/or DHS Suitability.

Preferred Qualifications

• Completion of relevant FEMA or HSEEP training.

The salary range for this position is$65,000 - $75,000. The actual salary will be determined by several factors, including relevant work experience, education, skills, and market competitiveness.
