Qualifications

• Bachelor's degree in Finance, Accounting, Business Administration or related field.
• Progressive financial leadership experience desired.
• Experience leading finance teams and strategic financial planning.
• Knowledge of debt management, investments, and risk management.

Responsibilities

• Provides strategic recommendations to leadership based on financial analysis and projections.
• Oversees cash flow, budgeting, and treasury operations to ensure liquidity and solvency.
• Leads debt issuance process and negotiates with financial institutions.
• Directs grants management and wholesale billing processes and compliance with funding rules.
• Directs risk management, insurance procurement, and ROCIP/OCIP programs.
• Develops and implements financial policies to enhance efficiency and controls.
• Ensures timely external financial reporting and coordination with regulators and stakeholders.
