Goldschmitt and Associates is seeking an Executive Program Manager to lead the Federal Student Aid Foundational Services Support program and drive the transition to a product-centered operating model. You will work directly with FSA leaders, product owners, and contractors to establish governance, decision-making rhythms, and product-management practices for modernization.

Qualifications

• 15+ years of progressive leadership experience in complex technology, digital transformation, or mission-delivery environments.
• Experience managing executive stakeholders and resolving competing organizational priorities.
• Ability to pass a 6C Public Trust investigation and US citizenship required.
• Experience leading organizational or operating-model transformation.
• Strong understanding of product management, technology modernization, governance, and iterative delivery.

Responsibilities

• Provide executive leadership for the FSS program including performance, schedule, risk, resources, and delivery.
• Interface with FSA leadership to align work with priorities and outcomes.
• Lead the transition from project-based execution to a product operating model.
• Establish governance, planning, reporting, and decision-support across the program.
• Coach leaders on product leadership, prioritization, and lifecycle management.
• Coordinate across business, product, operations, security, architecture, and contractors.
• Drive cross-organizational issue resolution and roadmap discussions.
• Ensure roadmaps and backlogs align to mission outcomes and user needs.
• Provide executive communications and performance reporting to stakeholders.
