Job summary

Utah State Board of Education seeks an exceptional executive leader to serve as Deputy Superintendent of Operations. Reporting to the Board, the role oversees Internal Accounting, School Finance, IT, Data, and School Land Trust, guiding policy, compliance, and statewide resources.

The position partners with the Superintendent to align operations with state and federal law, interacts with the Legislature, and drives modernization and governance across multiple divisions.

Qualifications

• Executive leadership experience overseeing complex public sector operations or large educational systems.
• Experience managing multi-million/billion dollar public budgets with strong controls.
• Proven track record working with state legislators and education boards.
• Experience overseeing cross-functional operations including finance, IT, HR.
• Background in public education or close collaboration with educators and policymakers.
• Deep understanding of state public education code, federal regulations, and budgeting rules.
• Experience leading organizational modernization and data systems upgrades.
• Strong communication with elected/appointed boards and charter school authorizers.
• Ability to establish internal controls, ensure audit readiness, and manage compliance risk.
• Demonstrates Utah values and community focus.

Responsibilities

• Oversee SEA administrative operations including finance, IT, School Land Trust, and HR.
• Manage the $7B+ state education budget with strong internal controls.
• Lead IT modernization projects such as USIMS and data safeguards.
• Provide governance support and legislative alignment for agency operations.
• Ensure compliance with Budgeting Procedures and Money Management Acts.
• Administer major statewide contracts and oversee program distribution.
• Direct School Land Trust administration and LEA fund allocations.
• Serve as Secretary for Utah Charter School Finance Authority and liaise with charter authorizers.
