Job summary

Ventura Housing is seeking a strategic Deputy Chief Executive Officer for Housing Programs in Ventura, CA. This senior role leads housing programs, property operations, compliance, and related services, reporting to the CEO.

The Deputy CEO will guide multiple managers and collaborate with the executive team to advance organizational priorities and sustain the housing portfolio. The ideal candidate has a strong background in affordable housing administration, executive leadership, and regulatory

Qualifications

• Bachelor's degree in Public Administration, Business Administration, Housing, Urban Planning, Real Estate, Finance or closely related field.
• Master's degree in Public Administration, Business Administration, Real Estate, Urban Planning or related field preferred.
• Ten (10) years of progressively responsible experience in affordable housing, public housing, housing programs, Property Management, asset management, or related field.
• At least five (5) years of progressively responsible management experience overseeing a significant department, program, or function.

Responsibilities

• Provide executive leadership, strategic direction, and operational oversight for Housing Programs, Property Operations, eligibility, compliance, asset management, and other programs.
• Lead, coach, develop, and evaluate managers with clear performance expectations and accountability.
• Oversee Housing Choice Voucher, Project-Based Voucher, Public Housing, Special Purpose Voucher, LIHTC, mixed-finance, and other affordable housing programs.
• Ensure compliance with HUD requirements, IRS Section 42, CTCAC, Fair Housing, ADA, and related rules.
• Monitor occupancy, vacancies, rent collection, inspections, and program outcomes.
• Provide budgeting, financial performance, strategic planning, and policy development.
• Promote collaboration, accountability, and professional development across departments.
• Represent Ventura Housing at Board meetings, HUD, and public events.
• Provide executive leadership during emergencies and serve as Acting CEO when designated.
