Job summary

Virginia Employment Commission (VEC) seeks its Assistant Deputy Commissioner for Unemployment Insurance (ADC-UI) to provide executive leadership for Virginia’s UI program. The role oversees day-to-day UI operations, governance, and performance oversight across claims, tax operations, wage reporting, and benefits administration.

Qualifications

• Extensive leadership experience in large public-facing benefit or insurance programs.
• Extensive knowledge of state laws, federal guidance, financing, trust fund management, and operations.
• Demonstrated ability to lead and develop managers, design policies, manage systems, and improve operational effectiveness.
• Strong financial analysis skills including forecasting, budgeting, procurement oversight, and audit compliance.
• Understanding of complex benefits/tax systems, technology modernization, digital service delivery, and data analytics.
• Exceptional communication skills, including legislative, federal, and stakeholder engagement.
• Experience preparing reports and presentations and responding to high-visibility inquiries.
• Progressively responsible experience in a similar program.

Responsibilities

• Provide executive leadership for Virginia’s UI program and oversee day-to-day UI operations.
• Offer strategic direction, governance, and performance oversight across claims administration, wage reporting, benefits payment, adjudication and appeals.
• Ensure program performance aligns with USDOL standards and maintains UI Trust Fund stewardship.
• Supervise an existing leadership team and foster service, accountability, transparency, innovation, and equity.
