Job summary

The City of New York's Department of Design & Construction seeks an Executive Director of Payroll, Time Management and Employee Benefits to lead payroll, timekeeping, leave administration and benefits operations. Based at 30-30 Thomson Avenue, LIC, NY 11101, the role reports to the Associate Commissioner and directs staff, audits, and system improvements.

Qualifications

• A baccalaureate degree from an accredited college and four years of related experience, at least 18 months in a managerial capacity.

Responsibilities

• Oversee Payroll and Timekeeping: Direct payroll and timekeeping operations, ensuring accurate and timely processing.
• Lead Staff and Operations: Supervise, train, coach, and develop staff while maintaining high accuracy and customer service.
• Review Payroll Reports: Validate key payroll reports and retroactive payments, deductions, and supplements.
• Conduct Audits and Analysis: Perform payroll, timekeeping, and leave audits and generate reports.
• Oversee Leave Administration: Manage FMLA, PFL, and other leaves.
• Ensure Compliance: Implement directives from city entities and maintain internal controls.
• Lead Special Projects: Support HR system enhancements and policy implementations.
