Job summary

City of Brookings is seeking a Director of Parks, Recreation, and Forestry to provide strategic oversight of parks, golf, urban forestry, and community services. This executive will lead planning, budgeting, and programs, partnering with City leadership and boards to enhance quality of life.

The position requires a relevant degree, extensive leadership experience, and a track record of managing complex facilities and capital projects. Residency within Brookings area is expected.

Qualifications

  • Bachelor’s degree in parks and recreation management, public administration, business administration, leisure services, natural resources, or related field.
  • Five (5) years of progressively responsible experience in parks, recreation, facilities, or related field with supervisory responsibility.
  • Experience managing complex operations, budgets, employees, programs, facilities, and capital projects.
  • Experience using financial information, operational data, and performance measures to guide decisions.
  • Ability to lead a diverse workforce, manage organizational change, and foster service and accountability.

Responsibilities

  • Provide strategic leadership and direction for parks, recreation, forestry, golf, community enrichment, senior services, facilities, programs, and events.
  • Establish departmental goals, priorities, and long-range plans aligned with city goals and community needs.
  • Foster innovation and continuous improvement within the department.
  • Monitor community needs, trends, regulatory developments, and emerging practices.
  • Develop, implement, and review departmental policies and service standards.
  • Prepare and administer operating and capital budgets; oversee financial controls and revenue strategies.
  • Plan and oversee capital improvement projects and funding coordination.
  • Oversee contracts, leases, grants, sponsorships, equipment, and resources.
  • Lead maintenance and capital investment prioritization based on asset condition and needs.
  • Direct planning, development, marketing, and evaluation of programs and events.
  • Use data and input to strengthen services and identify new opportunities.
  • Promote accessible, inclusive programs for all ages and abilities.
  • Oversee assets including parks, facilities, fields, and golf course; manage urban forestry and safety.
  • Coordinate emergency preparedness and continuity planning.
  • Develop partnerships with departments, schools, community organizations, and businesses.
  • Negotiate contracts and joint-use agreements; ensure legal and safety compliance.
  • Present budgets and updates to City Manager, City Council, and the public.
  • Advocate for parks and services through public engagement and reporting.
  • Respond to public concerns; serve as liaison to boards and committees.
