Summary
National Capital Treatment & Recovery, formerly Phoenix House, a nonprofit substance use treatment facility in Arlington, VA, is hiring a full‑time Executive Director of Development. This senior entrepreneurial leader is responsible for driving the organization’s financial growth and sustainability by overseeing fundraising campaigns, cultivating major donor relationships, managing grant acquisitions, and leading the development team to meet annual revenue goals.
Essential Duties and Responsibilities
- Generate revenue and cultivate relationships through all development and fundraising activities.
- Implement and execute capital campaigns, with a current goal of raising $25 million over 5 years.
- Oversee the Major Gifts Manager and Grants Manager.
- Research, write, secure grants and provide necessary reports for foundations and private foundations for both restricted and unrestricted activities of NCTR.
- Plan and implement fundraising events and campaigns for annual and seasonal gifts; support the Development Board and prepare for all meetings and follow‑up; develop and cultivate new individual and institutional funders, sponsors and partnerships.
- Oversee foundation grant applications and follow‑up reports in conjunction with the Grants Manager.
- Manage stewardship and protocol for major gift donors, including acknowledgment materials and progressive communications based on level of giving; arrange engagement opportunities with subject experts, senior management and board leaders.
- Plan and execute major gift cultivation events.
- Oversee donor database management.
- Track all outstanding pledges monthly and manage solicitation and stewardship of donors for payment of pledges.
Foundation and Board Development Committee
- Manage all Board events, meetings and communications in conjunction with the Chief Growth Officer and President & CEO.
- Collaborate with each Development Board member to provide fundraising expertise, strategy, coaching and collateral.
- Provide support for Development Board including communications, agendas, read‑aheads, hand‑outs, reports, samples, monthly metrics reports and meeting minutes.
Metrics Reporting
- Maintain tracking information and metrics for Annual Capital Campaigns, individual and corporate pledges, payments, benefits fulfillment, acknowledgments and report progress to the Chief Growth Officer and President & CEO weekly.
- Ensure accurate coding for gifts, check or credit card payments and provide documentation to the Finance team.
- Reconcile donor gifts and contributions received with the Finance Department monthly.
- Manage annual board giving fund reports, keeping them updated and accurate on a quarterly basis and distributing them to applicable board members in conjunction with the President & CEO.
Qualifications
- Bachelor’s Degree required.
- 8‑10 years of demonstrated experience in development, board management, special event fundraising, project management and event management, including large‑scale, complex, high‑profile events with the ability to plan and monitor projects from inception through completion.
- Proven track record of managing million‑dollar capital campaigns.
- Demonstrated experience soliciting and raising major gifts.
- Solid knowledge of Federal, State, Local and Private grants and successful experience obtaining grants.
- Experience cultivating and managing relationships with senior staff, Board of Directors and committee volunteers.
- Experience negotiating vendor contracts to support development activities.
- Experience working with nonprofit organizations, volunteers and volunteer committees preferred.
- Experience creating campaign marketing materials.
- Experience developing event budgets.
- Proficiency in Microsoft Office applications, especially Word and Excel and Outlook; knowledge of Raiser's Edge, Donor Perfect or similar donor database software preferred.
Knowledge and Skills

- Attend internal staff training sessions as necessary.
- Maintain a working knowledge of NCTR mission and programs.
- Ensure compliance with all NCTR policies, procedures, standards and applicable regulatory requirements; promote NCTR programs and initiatives as requested by leadership.
- Work under pressure, meet deadlines, and adapt to changing demands.
- Prioritize and manage multiple priorities.
- Communicate effectively in person, by telephone, in written and electronic form to a variety of audiences.
- Analyze data and make timely, appropriate recommendations.
- High level of integrity, diplomacy and initiative.

- Accurate and detail‑oriented writing and proofreading skills for professional correspondence, reports and other written material.
- Leadership experience to motivate and set objectives.
- Work occasional evenings and weekends as needed.
- Travel as needed.
- Operate a motor vehicle, possess a valid driver’s license.
