Job summary

Winnebago County, Wisconsin seeks an experienced leader to serve as the Director of the Department of Human Services. The role oversees management of a comprehensive array of human service programs for county residents, ensuring compliance with federal and state mandates and with board-approved discretionary services.

Reporting to the County Executive with policy oversight from the Human Services Board, the director directs staff, budgets, program development, and contracted services, while

Qualifications

• Master’s degree in a Human Services-related field.
• Ten years of progressively responsible supervisory and related experience, including five years at an upper management level in human services.
• Experience with staff supervision, budgeting, and program management and development.
• Must have the capacity to freely move in the community (such as through possession of a valid driver’s license or other means) including access to a vehicle.

Responsibilities

• Leads department by planning and directing human service programs for the County.
• Prepares an annual departmental budget in compliance with federal and state mandates and monitors compliance with budget targets.
• Develops and monitors contracted services with partner agencies.
• Organizes, distributes, and delegates work to subordinates fairly and impartially.
• Provides clear and appropriate direction to employees.
• Provides training and coaching to subordinates.
• Keeps open communication with subordinates, listens to them, and provides feedback.
• Positively motivates, mentors, and leads employees.
